Last week, deputies worked for only two days, but managed to send 38 requests and appeals to the Kyiv City State Administration. They asked for care for people, animals, and parks: to provide space for a public organization, to dismantle a recycling center, to investigate who was stealing electricity from the Kyiv Zoo. This time, they forgot about themselves, but they made requests for others.
KV learned of this from the Public Information Accounting System on the Kyiv City State Administration website.
Global issues
Elena Yeskina filed four parliamentary inquiries regarding the Kyiv Zoological Park at 1 Zoologiska Street. According to her inquiries, nearby small architectural forms are illegally connecting to the power grid. The deputy even called the police. She asks for assistance in investigating and documenting this violation and for financial reports on the park from 2007 to 2014.
Ms. Yeskina also calls for an end to the barbaric destruction of Mount Yurkovitsa. According to the Kyiv Veche public organization, Yurkovitsa is a national archaeological site.
The deputy is also concerned about Kyiv's historical and cultural heritage. She is asking various authorities to provide her with copies of the licenses and charter of the Research Institute for the Protection of Monuments and Cultural Heritage from 1995 to 2014. She is also requesting clarification on any construction plans within the UNESCO World Heritage Sites of the Kyiv Pechersk Lavra Reserve.
Natalya Shulga is concerned about a problem facing the Ava-Therapy Center, a public organization that works with children with autism. As noted by the organization's director, Elena Tsymbalenko, they require assistance in finding a 500-600 square meter space suitable for accommodating the children. She notes that there's already a perfectly suitable building at 15a Davidova Boulevard, but it's not being allocated, and the space offered to them last year turned out to be completely unsuitable. Therefore, Ms. Shulga is calling attention to the problem and asking for help in finding a solution.
Humanity
Vitaly Roslyakov was concerned about the capital's residents. Residents of the Bereznyaki-1 microdistrict approached him with a request to dismantle the recycling collection point located in the courtyard of buildings 6-8 on Buchmy Boulevard. Kyiv residents complained of a large amount of household waste and paper waste around the buildings. Furthermore, many homeless people gather there in the evenings, breaking glass containers and disturbing the peace and quiet.
Mr. Roslyakov also requests improvement of the housing conditions of the police lieutenant colonel's family. According to his information, the lieutenant colonel has been registered for an apartment since 1995 under the category "MVD employee" and has twice been to the Anti-Terrorist Operation (ATO) zone. Given a number of laws regarding social protection for ATO participants and their families, Vitaly Roslyakov requests clarification on why the applicant's family is not prioritized for housing.
Oleksandr Pabat is committed to social protection for low-income groups. He points out that assistance to those in need can be provided through funds allocated by the Kyiv budget and the "Care. Towards Kyivites" program for 2011-2015, amounting to UAH 620,600.
About children
Oleksandr Pabat was most concerned about children last week. He proposed insulating and reconstructing preschools #234, #321, #436, boarding school #299, and school #16, and installing ramps at social infrastructure facilities serving Kyiv's population.
Bohdan Hannokha asked for help in resolving the issue of preventing a power outage near School No. 276 at 14-16 Saburova Street.
Urban issues
Oleksandr Pabat asked for clarification on the plans to erect a memorial sign in honor of the Czech Militia soldiers who died from wounds in Kyiv in 1914-1918. He also proposed a major overhaul of the Havanskyi overpass bridge over the railway tracks on Peremohy Avenue in the Shevchenkivskyi district and conducting functional training on civil defense for specialists and officials. He also requested information on the project's funding and insisted on its necessity.
Conclusion
As we can see, over the past week, five deputies submitted 38 requests and appeals. Elena Yeskina from the UDAR-Solidarity faction led the way with 21 requests, followed by Oleksandr Pabat, who, true to his usual practice, submitted 14 appeals. Natalia Shulga, Vitaly Roslyakov, and Bohdan Gannokha each submitted one document.
