The beginning of a full-scale war became without exaggeration a shock for the country and the government of the land. The war produced maximum concentration and absorption of alluvial and non-absorbent materials.
The truth of this thesis can be clearly demonstrated by the activity of President Volodymyr Zelensky.
Literally a few years before the 24th of the Great Patriotic War, a lot of attention was paid not only to the fight against oligarchs and political competitors. He was also agitated by behind-the-scenes media games, the size of the day and the placement of his people among other government bodies.
After the beginning of the invasion, Zelensky’s respect was concentrated on two speeches: defense and international affairs. And the point, obviously, is not that such a function of the president is prescribed by the Constitution. As it turned out, there is simply no other time for a truly critical situation.
If you follow the media activity of the president during the war, there will be international changes, gatherings of guests, brutality, and military clans.
In the case of, say, economical certificates, Zelensky is given inclusively to slam his fist on the table in order to possibly drive up the price of burning food or to charge the ministers if gasoline is available from the gas station.
If you need to make jokes and seek sanctions, there is no time for unnecessary speech. And there was a stench in the past life on the unskilled people, even if they were close to them.

The beginning of a full-scale war has already changed the priorities of Zelensky and, as a result, the number of people who stay with him.

The closest current president after the 24th year, in fact, did not lose anyone who came from Vladimir Zelensky from the “Kvartal”.
Not so long ago, the first aide to the president, Sergiy Shefir, was considered one of the most important figures in Bankova and in all the top rulers. Yogo herself was called a balancing force for the not omnipotent head of the OPU Andriy Yermak.

The chief was present at the most important meetings, communicating on behalf of the president with the oligarchs, being detained before selecting personnel for the most important positions in the state.

Bakanov is a friend of the president since childhood, having been an official member of Zelensky’s election headquarters, and before that a lawyer for Kvartal 95. He was one of the candidates for the post of head of the OPU after the ouster of Volodymyr Oleksandrovich as president.

In the future, Bakanov’s nickname appeared more often in ZMI in the context of roses about a possible interposition, but without directly frightening anyone of serious consequences.
A little after the 24th of February, the head of the SBU actually fell out of favor with Zelensky.

Moreover, there is a candidate for replacement - the same Malyuk, who is close to Ermak-Tatarov,” add the spivrozmovniks.
Previously, Vasyl Malyuk worked at the SBU as the head of the Main Directorate for Combating Corruption and Organized Crime of the Central Directorate of the SBU. The process of “decartralization” of power, which had long been implemented through the efforts of the head of the OPU, in a situation of peak emotional and functional importance of the war, ended by itself.
“Kvartalivtsi” have not liked Ermak for a long time. The stench is not to mention out loud, but it became even more noticeable after Trofimov’s exile. Sergiy was once again the president’s man, very close. For the “blockers”, this exhibition became an alarming signal that a new friend could so easily instruct Zelensky against them,” one of the members of the official government tells UP.
After the 24th of February, “alarm signals” sounded for the bars of the “quarter” of the owner of the correct siren.
Two other people in the state: Ermak and Arakhamia
Andriy Yermak has long been rightfully called “another person in the state,” and sometimes called “vice president.” The system of power has lost no one close to Zelensky.
In fact, in the first days of a full-scale war, Andriy Borisovich’s position could have been completely stolen. The point is that Ermak was one of those who, right up to the 23rd year, at the meetings of the National Security and Defense Council, convinced the president that there would be no war.
On the 24th, the peacekeeping position, which the head of the OPU stood for the entire hour, completely compromised itself. Like the Yermak-Kozak negotiation track, which fatally secured the Russian-Ukrainian renegotiation.
In this regard, the warehouse of the Ukrainian negotiating team, which went to the first meeting with the Russians in Pripyat, looked quite symptomatic: for the first time in all the years of Zelensky’s presidency, negotiations with the Russian Federation were not Andriy Yermak.
Although the shadow was clearly visible behind the negotiation process through the presence of those close to Ermak, Minister of Defense Reznikov, deputy of the “Voice” faction Rustem Umerov and the head of the OPU Mikhail Podolyak, who is known to Andriy Borisovich in his name there is quite a tense struggle through, as Bankov says, “the supra-worldly media presence of Podolyak.”
The only one in the delegation who is not “like Yermak” is the head of the negotiating group. David Arakhamia representing the President himself.
If Andriy Ermak, who was Zelensky’s second-in-command, was able to achieve an unprecedented political surge in a series of two speeches: without fighting for the plantings, but by eliminating the special hand of the president, moreover, he was closed to himself important negotiations with the Russians.
Ironically, due to this same configuration, after the start of the war, David Arakhamia’s political mutinies increased dramatically.
“I was close to Zelensky and to the 24th fierce. After all, the war made David even closer to his neighbors, spending the entire hour in Kiev and spending more than an hour at the bunker together with the president. And after receiving negotiations with the Russians, David added even more,” explains UP a high-ranking official from Ze!’s team.
“David is also an officer in Zelensky’s Special Operations Forces. No matter where you go, everyone will understand that it’s the president. David received a lot of information, in addition to the negotiations themselves. “Vin communicates with the military, constantly with Zaluzhny for communication, with “Ukroboronprom” currently prevailing, in parliament in groups engaged, with oligarchs and various authorities for communication - “Vin through”, - adds spivrozmovnik.
Previously, the main task of the head of the “Servant of the People” faction was the coordination of deputies and the collection of votes for important votes in the Rada.
More political life is influenced by the parliament. And Arakhamia is ready to find her place in the new reality.
There is no necessary respectable middle class, no matter where Arakhamia has been imprisoned - both the security forces, and the military, before going to the front, and volunteers, and economists, and politics, and business...
Therefore, Arakhamia is now, perhaps, not a friend of the people in the country, but not a third.
“David is now super viral. So that you understand that you need to really quickly decide what kind of food you need, you call Arakhamia, and they will blame you for Ermak,” says one of the members of the Verkhovna Rada Committee on National Security Nutrition.
“Although the tension between Ermak and David is minimal. Andriy may say something disrespectful about Arahamia, but David will give up and lower him to the ground. There can be no serious conflict between them - David definitely doesn’t want to be the head of the OPU. He is an effective communicator and enjoys it. “If you plant additional resources, I’ll be sure to help you,” says a high-ranking official in Ze!’s team.
Three groups of renewal
Before the war, the government’s team of “everyday people” was monolithic and concentrated around the “Great Lifetime”.
The informal leader of this group was once the patron of the head of the OPU, Kirilo Tymoshenko, who oversees regional policy in the office.
In this pool were closely included the great leader of the head of the Dnipropetrovsk ODA Yuriy Golik, who in fact was the ideologist of the whole “Great Life,” and the Minister of Infrastructure Oleksandr Kubrakov.
After the 24th year, the presidential program in its entirety lost its sense: the country needs not to be repaired, but to be restored. Before that, like digging a pit, it’s time to globally understand what will be more powerful.
And at this point, the monopoly of Tymoshenko & Co. on the great projects of Vidbudov was irrevocably broken.
“It’s not surprising that the first person who told the president that he needed to think about what to do after the war was not Tymoshenko, but Misha Fedorov (head of the Ministry of Digital Development - UP). Well, Volodymyr Oleksandrovich said, let’s get busy,” says the UP high-ranking spokesman for “Service to the People.”
With this rank of president, a number of centers have begun to take shape, in parallel with the development of a project for the future of Ukraine.
Ale group Timoshenka-Golik I didn’t go anywhere.
“They are the most pragmatic and in essence continue the principle of the “Great Life”. This group is preparing a presentation of specific objects that are required, their description, terms of activity, price. Well, you understand that the hidden budget there is billions and billions of dollars,” says the UP Dzherelo, as received before the discussion of related projects.
The presence in the information space of the “Great Day” was reflected in the influx of Kiril Tymoshenko, even having spent the greatest resource of his, which made him irreplaceable in the presidential team.
Tim, moreover, the defender of the head of the Office, was reluctant to ask for money from his close friend, the Minister of Infrastructure, Oleksandr Kubrakov.
“Zagalom Kubrakov was by no means Tymoshenko’s man. Kirilo himself came up with why this is so, why people are in order and so on. Sasha Kupa has information on transporting humanitarian aid, transporting livestock, and ensuring uninterrupted operation of the hospital. And Kirilo is busy with the regions,” says the UP spivrozmovnik from the president’s office.
“Kiril’s dependence on the region plays against him a little. Because this reveals Yermak’s ability to work for his wine, as here in the regions there is a situation like Khalepa,” adds Dzherelo.
However, this communication with local authorities gives Tymoshenko the ability to talk substantively about the needs of the regions facing the most critical problems.
Outside of the “Tymoshenko group”, at least two more people focused on Vidbudov’s nutrition.
Pershe is Fedorov’s intellectual group, who are called “liberals” by the authorities.
This group will secure the vice-president Yulia Sviridenko, the intercessor of the head of the OPU Rostislav Shurma and - unspoken - Minister of Infrastructure Kubrakov.
“The stinkers there were talking about stupid things. Like, to make it easier for both of them to cope with the demand for government reform. Then they have a lot of ideas on deregulation, publicity, and simplification of taxes. Then Fedorov makes simple, sensible presentations of 20 slides and shows them to the president. “Zelensky already values it,” says one of the participants in this group.
Another intelligent group was formed by Prime Minister Denis Shmigal, the head of the financial committee of Radya Danilo Getmantsev and the Minister of Development of Communities and Territories Oleksiy Chernishov.
“Getmantsev has a fairly bureaucratic approach. They clearly state in text what laws and regulations need to be adopted. I think that we looked at how they worked for the sake of renewal in Yugoslavia, which later became sovereign bodies. Let’s put it this way, this group is engaged in such a bureaucratic part of renovation,” explains Dzherelo in “Service to the People.”
However, Getmantsev has a big problem - he cannot bear to handle small and medium-sized businesses through approaches such as the head of the financial committee of the Verkhovna Rada of Ukraine for taxation policy.
Businessmen have written an open letter to Zelensky with requests to release Getmantsev from Kerivny Posad.
Every day of war is a great geopolitical lottery, and it is very difficult to win the day. Ukraine, as soon as I had played the cob, it would have seemed like I would have pulled out the “losing” ticket and could have already won at least 100 days against it.
Three months of full-scale war have already changed the balance of power in the Office of the President and in control of the government.
The battles on the fronts, unfortunately, are troubling, and the current reshuffles will not stop. However, the longer the war drags on, the more obvious are the gaps on the battlefield, and the more turbulent is the blatant self-complacency of the top command at the preparation stage.
Sooner or later Zelensky will have to joke and ask everyone who is to blame for the war’s misdeeds. And then we don’t harm anyone’s immunity.
