On April 7, 2021, the Supreme Court of Ukraine upheld the complaint of Bihus.Info journalists and ruled to dismiss the claims of former Secretary of the National Security and Defense Council Oleksandr Turchynov and overturned the decision of the first and appellate courts, reports Bihus.Info.
The former head of the National Security and Defense Council filed a lawsuit regarding Nadiya Burdei's report "Gambling Business Undercover," which alleged that Ukraine lost over 10 billion hryvnias in gambling taxes between 2015 and 2016. In the report, the journalists demonstrated that lotteries, bookmakers, and casinos operate openly but do not pay taxes to the budget, as they are technically illegal.
"...in 2015, the Ukrainian National Lottery gained a monopoly on the lottery market after the National Security and Defense Council imposed sanctions against two other operators. The sanctions against UNL's competitors were further complicated by its co-owner's connections to National Security and Defense Council Secretary Oleksandr Turchynov.
"UNL's owner at the time was the English-based Starbell Investments Limited, owned by Serhiy Pindich, an assistant to the lottery's actual owner, Valeriy Kovalenko. The businessman and his assistant had close business relationships with MP Serhiy Terekhin, former Finance Minister Viktor Pynzenyk, and National Security and Defense Council Secretary Oleksandr Turchynov," the publication writes.
The legal battle with Turchynov lasted four years.
