On January 21, the State Enterprise "Eastern Mining and Processing Plant" placed a tender order for mining explosives from Scientific and Production Enterprise "Zarya" LLC. The contract amounted to 54,03 million hryvnias, as reported in the "Bulletin of State Procurement."
Explosives (ammonite and grammonite) are valued at 76528 hryvnias per ton and 31 hryvnias per ton, respectively. These prices are 5-30% higher than last year's prices. In December 2015, the Dzerzhinskugol State Enterprise purchased ammonite for 73 hryvnias per ton (a 5% reduction). In February, VostGOK purchased the same ammonite for 61 hryvnias per ton (a 20% reduction). Grammonite then cost 22 hryvnias per ton (a 30% reduction).
It is important to note that the only competitor in the tender was the company “Production and Commercial Firm Norma-Ex”.
Interestingly, Zarya Scientific and Production Enterprise LLC is based in the city of Rubizhne in the Luhansk region. The company was founded in 2010 by Aydin Abdurashitovich Aysin, who later re-registered it to the offshore company Zerifo Ventures Ltd. (Cyprus).
The company is headed by Alexander Chernetsov, who previously worked for the Republican Party of former Energy Minister Yuriy Boyko. Chernetsov then headed the party's Rubezhansky city branch.
The aforementioned Norma-Ex belongs to Gusman Shayakhmetov and has never won a government contract.
