The environmental inspectorate for the northwestern Black Sea region continues to operate as before. Only the companies accepting payments for "container and packaging disposal" have changed. Following the dismissal of the previous inspectorate leadership (S.A. Likhachev), the inspectorate's work has been carried out seemingly out of inertia. A difficult situation with cargo monitoring has developed at the OMTP, as inspectors, taking advantage of the virtual absence of management, are rushing to take advantage of the situation and continue to accept bribes for processing export cargo, raising the existing tariffs from $10 to $100 per container. Refusal to "resolve the issue on the spot" delays the processing of export documentation for several days, leading to missed contract deadlines and increased costs for exporters. In other words, A paradoxical situation is developing: despite numerous scandals and exposés in the media, the corruption in the work of the Inspectorate of the Northwestern Region of the Black Sea has not only not ceased, but has even taken on a more horrific form, and continues to remain unaddressed by law enforcement agencies.
