The "Great Construction" project has been ongoing in Ukraine for almost a year now. And like any infrastructure project, it inevitably entails criminal cases involving bribery, kickbacks, and embezzlement of budget funds. The Security Service of Ukraine "Word and deed" They reported that they are conducting a single joint case regarding the embezzlement of funds at the Bolshoi Stroitelstvo project: the investigation is being conducted under Part 3 of Article 15 (attempted criminal offense), Part 5 of Article 191 (embezzlement of property or its seizure by abuse of official position), Part 1 of Article 364-1 (abuse of power by an official), Part 4 of Article 190 (fraud on an especially large scale or by an organized group), Part 5 of Article 27 (complicity), Part 4 of Article 110-2 (financing of actions committed with the aim of violent change of power) of the Criminal Code. What instances of embezzlement and bribery at the Big Construction Project were reported to the SBU?
Last November, the Security Service of Ukraine (SBU) exposed several officials who were extorting bribes. On November 3, law enforcement officers in the Zakarpattia region detained the deputy head of the regional council and one of the heads of the regional office of the State Architectural and Construction Inspectorate. The officials demanded money from the winner of a tender for the construction of a cultural center as part of the "Great Construction" program. For over 500,000 hryvnias, they "guaranteed" the contractor not to create artificial obstacles during the work.
On November 12, the mayor of Oster, a city in the Chernihiv region, was caught extorting a bribe of 630 hryvnias. In exchange for the money, the official promised to "resolve the issue" of a contract for major renovations to a sports complex.
In December, the Security Service of Ukraine (SBU) detained the leadership of the State Architectural and Construction Inspection (GASI) in the Ternopil region. The head of the department and a construction inspector systematically accepted bribes from construction industry representatives in exchange for permits.
In late November, law enforcement officials announced they had prevented the embezzlement of 15 million hryvnias of budget funds during road repairs in the Kirovohrad region.
In January of this year, the Security Service of Ukraine (SBU) reported that minerals were possibly being illegally extracted during road construction and repairs in the Khmelnytskyi region. According to preliminary estimates, over 8,5 tons of minerals, worth UAH 5 million, were removed from the site.
All these facts are still undergoing pre-trial investigations; the case has not yet reached the verdict.
