The appointment of Deputy Head of the Regional State Administration Yulia Marushevska to the post of Head of the Odessa Customs Office has prompted a renewed examination of this official's biography.
Unfortunately, there's little information about her. Marushevskaya never went into much detail about her past. The only thing widely known was that she hailed from the Tatarbunary district (though in reality, only her relatives lived there). The current head of Odessa Customs has never mentioned her family anywhere.
We learned that Yulia Marushevska is married from her income declaration published on the Regional State Administration website. Under "family members," her husband, M.I. Protsiv, is listed. According to the declaration, he is a fairly successful entrepreneur, who earned over 500 hryvnias in income from his business last year, in addition to his salary.
A publication on the 24 TV channel's website allowed us to determine the exact identity of the new head of Odessa Customs' spouse. Following yet another attack by Russian propagandists on March 6, 2014, the channel's commercial director, Markiyan Protsiv, announced that Yulia Marushevskaya was his wife.
This circumstance explains the story behind the creation of the famous video "I Am a Ukrainian," which talked about the Euromaidan and the motives of the people who came out to protest, as well as the choice of Marushevska as the video's leading character.
Who is Markiyan Protsiv? The 32-year-old Lviv native is a talented linguist, a graduate of Lviv National University with a master's degree in German and English philology. He studied for a time in Austria and Germany. In 2005, he became a journalist for the Lux TV and Radio Company, where he still works.
The Lux Television and Radio Company was founded by the current mayor of Lviv, Andriy Sadovyi. The holding company includes the 24 and Lux television channels, the Lux FM and Radio 24 radio stations, and several websites, including the popular Zaxid.net resource. Since Sadovyi's election as mayor, his wife, Kateryna Kit-Sadova, has managed the company's assets; she is listed as the company's ultimate beneficiary in its registration data. There is no doubt that Markiyan Protsiv, the media holding company's commercial director and the founder and director of related companies, is a close confidant of the Lviv mayor.
While being introduced as a member of the new governor's team, Yulia Marushevskaya talked about some people who introduced her to Mikheil Saakashvili. Apparently, the person who recommended personnel to the future Odessa governor can only be Lviv Mayor Andrei Sadovy, who proposed the candidacy of the wife of his confidant.
On June 18, 2015, on the day of voting for the resignation of the head of the SBU, Valentin Nalyvaychanko, the scandalous SMS correspondence between People's Deputy Vysotsky and blogger Volokh was made public that, in exchange for the votes of the Self-Help faction, Sadovoy was allegedly "given" the Lviv prosecutor's office and customs. On July 10, Saakashvili introduced Yulia Marushevskaya as his deputy, and today she headed the Odessa customs.
On Saturday, October 17, Mikhail Saakashvili visited Lviv, where the Days of Bessarabia are opening. During the visit, he spoke extremely positively about Andrei Sadovyi, who is running for mayor once again.
Whether all these events are connected and how exactly - we can only guess.
