On January 21, 2016, Kharkivoblenergo signed an agreement with Fuel and Energy Company Energo-Alliance LLC for the purchase of cable products worth UAH 990, according to Nashi Groshi, citing the State Procurement Bulletin.
According to the concluded agreement, it is planned to supply 19 types of cables for the needs of the energy company by the end of 2016.
The purchase price of the products significantly exceeds their market value. Specifically, energy companies are seeking to purchase A-25 wire at UAH 120,60 per kg including VAT. Odeskabel, on the other hand, sells this wire for UAH 78,66 per kg. Kharkivoblenergo purchases AC-120 cable at UAH 107,40 per kg, but the same product can be found for UAH 63,60 per kg.
Energy-Alliance LLC is owned by Oleg Vakula. This company was a competitor of Yuzhkabel Trading House LLC when, in September 2015, Kharkivoblenergo purchased products worth UAH 67 million at undisclosed prices.
In addition, Oleg Vakula is the founder of Energoprom JSC LLC, through which, according to law enforcement, the former management of Kharkivoblenergo siphoned off 30 million hryvnias of state funds from the company.
As a reminder, the State Property Fund (SPF) owns 65% of Kharkivoblenergo's shares. Another 29,8% of the company's shares are controlled by the Cypriot offshore company Garensia Enterprises Limited. Media outlets have linked the latter to Konstantin Grigorishin.
