The former chairman of the regional council, Viktor Grigoryevich Pelykh, is also listed in the same district as an international fugitive. Just like that, without any further ado, he's listed as wanted, and suddenly, like a fluke on skis, he's a candidate for people's deputy.
Two more candidates, Vitaly Bogdanov and Andrei Gordeyev, were "lost" in this same mystical district.
