On October 26, 2015, the Kherson Regional Psychiatric Hospital purchased flour at an inflated price from Tavria Food LLC, owned by BPP MP Iryna Tsenker, according to the website Nashi Groshi.
The deal was concluded through a tender process, and Tavria Food LLC is required to supply 15 tons of premium wheat flour by the end of 2015. The price of flour is known to be 9 UAH per kilogram. However, premium flour is sold at the Furshet supermarket chain for 8,15 UAH per kilogram. At another grocery chain, the same flour can be purchased for 8,05 UAH per kilogram.
During the tender, Tavria Food's only competitor was the private entrepreneur Anna Fedorovna Baryshevskaya.
Tavria-Food LLC was founded by Andriy Zhivotovsky and Iryna Tsenker. Documentation indicates they share the same registered address. Zhivotovsky and Tsenker are also founders of Arta Plus LLC and Service Grand LLC. In 2013, Arta Plus supplied food products to the Kherson City Council's education department at inflated prices. The Antimonopoly Committee of Ukraine subsequently fined the company.
It is also known that in early 2015, law enforcement agencies opened a criminal case against the management of the Kherson Regional Psychiatric Hospital. Investigators from the prosecutor's office discovered that in late 2014 and early 2015, potatoes and sugar were purchased from the company Tavria Food at twice the inflated price.
Iryna Tsenker ran for the Kherson City Council from the BPP party.
