
Alexander Sukhomlin
As in the Azarov Cabinet, Oleksandr Sukhomlin will be in charge of tenders in the Yatsenyuk government.
Oleksandr Sukhomlin, appointed Deputy Minister of Economic Development and Trade on October 1, previously held a similar position in the government of Mykola Azarov and was implicated in high-profile corruption scandals related to tenders.
According to ZN.UA, Sukhomlin will now oversee tender procurement and defense and security economics at the Ministry of Economy.
In 2011, Sukhomlin was dismissed from Azarov's Cabinet of Ministers on charges of non-transparent conduct of a UAH 621 million food services tender by the Ministry of Defense.
This corruption scheme, personally launched by Sukhomlin, was exposed by the newspaper "Zerkalo Nedeli. Ukraine" in an article entitled "Army Chronicles" on April 8, 2011. At the time, Sukhomlin signed a permit to hold a tender for a single contractor, resulting in the monopolist, lobbied by then-Defense Minister Mykhailo Yezhel, obtaining the entire army food market without a tender, at a price of 42 hryvnias per daily ration—10 hryvnias more than stipulated in the budget program specifications. Had this dirty scheme not been publicly exposed, Anatoly Gritsenko, who at the time held the position of Chairman of the Rada Committee on National Security and Defense, the additional profit over the year would have exceeded 213 million hryvnias of budget funds.
Azarov had no choice but to fire Sukhomlin after an internal investigation.
Let us recall that an official from the Yanukovych administration was previously appointed as another deputy head of the Ministry of Economy.
