Well-known businessman Alexander Yaroslavsky, owner of DCH Corporation, has already twice applied to the Antimonopoly Committee of Ukraine (AMCU) for approval to acquire the Kharkiv Tractor Plant (KhTZ), but both times his applications were rejected without review. Russian oligarch Oleg Deripaska was previously involved in the ownership of KhTZ assets, and Russian companies are still among the interested parties. Among the largest creditors awaiting repayment of a debt of 340 million hryvnias is NN Capital, a company controlled by the State Committee of the Russian Federation for State Property Management.
Verbatim, the Antimonopoly Committee stated the following: “...applications were received twice for permission to concentrate in the form of acquisition by an individual - a citizen of Ukraine A. These applications were returned without consideration, since they did not comply with the requirements of the Regulation on the procedure for filing applications with the Antimonopoly Committee of Ukraine for preliminary permission to concentrate business entities, approved by the Committee's order of February 19, 2002, No. 33-r, and registered with the Ministry of Justice of Ukraine on March 21, 2002, under No. 284/6572, as amended."
