This is how Kiev came up with the “Comprehensive Program for the Implementation of Local Policy for 2019-2023.” It states that the main task of the document is the development of current local documentation, which is necessary to ensure the development of the territory of Kiev, maintaining a local cadastre, and assessing the needs in objects social and engineering and transport infrastructure, etc. So, in essence, all those in the relevant department of the KMDA are responsible for working for a salary.
Alas, the salaries of the KMDA officials were not enough. The document shows that in 2019, the department of Svistunov and spivvikonavtsi programs spent 72,9 million UAH (including 69,5 from the Moscow budget), in 2020 - 22,7 million UAH (in including 16 million UAH from the Moscow budget), in 2021 - 19,6 million UAH (including 16,6 million UAH from the Moscow budget). Ale, my mother still needs to respect that the budget money for these very visits was spent long before 2019.
I wasted without any sense. Bo, as you know, the draft of the new General Plan of Kiev has been fragmented and revised since 2008, and nothing has yet been submitted to Kiev for consideration. The same concerns the Kiev Zoning Plan: KV wrote that the development of zoning began in Kiev in 2013, but until the city’s approval on the right, it still didn’t happen. There is a similar situation with the Integrated City Transport Scheme of Kiev: the first budget millions began to be spent on its development back in 2014, aka “in and out”.
So the activities of the Department of Placemaking and Architecture of the KMDA do not produce results. The relevant officials, obviously, will emphasize the process of disbursing pennies from the budget - the confirmation of the “Comprehensive program for the implementation of local policy for 2019-2023”, which is proof. Well, we don’t plan to spend money on the “new General Plan of Kiev” yet.
Significant document:
- During the development of the General Plan for the City of Kiev, from 2019 to 2021 inclusive, 9,4 million budget hryvnia were spent, the document is not 100% ready and has undergone examination;
- for the development of the Kiev Zoning Plan in 2022, we want to spend another 5 million hryvnia (in 2021, the price will increase by 5 times), after which everything will be 100% ready (we write that the budget is tight) nibito - 10,7 million UAH);
- the most money is spent on the development of DPT, with a total of 33 DPT approved in Kiev from 2019 to 2021, and plans to approve as many as 142 DPT by the end of 2023;
- The scheme for locating garages and parking lots in Kiev is 100% ready (from 2019 to 2021, inclusive, more than 1 million budget hryvnias were spent on its development, it is unknown whether they will be submitted for approval by Kievradi);
- We want to complete the comprehensive transport scheme in 2023 (at the beginning of 2019, 25,3 million UAH were spent on the Kiev budget, and by the end of 2023 we want to spend another 3,8 million UAH);
- There are no plans to modernize the local cadastre (in 2019, 5,2 million budget hryvnia were spent on the site);
- in 2022, we want to obtain an orthophotomap of the city for 6 million budget hryvnias;
- It is planned to spend 23,2 million hryvnia from the Moscow budget by the end of 2023 on the creation of a “geo-information system of engineering surveys”.
However, not all entries into these programs, as, in the opinion of the KMDA, are responsible for paying the capital’s tax payers. Also “modernization of software for the creation of a transport model of Kiev”, “conducting architectural competitions”, “development of the concept of spacious development of Kiev”, “promotion of a visionary system for the development of objects of the city’s open space” and Other fools, the obviousness and absence of which for the kiyan does not change anything.
It is clear that behind the idea and legislation, the DPT must be called upon to clarify the provisions of the General Plan. Thus, there is a need to work in order to avoid large-scale living and commercial oblivion there, where the availability of a sufficient number of social, engineering and transport infrastructure does not allow work. So in the capital there would be not only residential complexes and shopping centers, but also schools, kindergartens, hospitals, new roads, various businesses, parking lots, metro stations, power lines, etc.
There is a current General Plan in Kiev, adopted in 2002. Ale in Kievrad and in the Department of Place Development and Architecture of the KMDA (this structure is responsible for monitoring its development and periodically making changes to the General Plan, rather than disrupt anyone, otherwise it is coming from the vastness) about this for a long time willed to forget.
Therefore, the capital of many fatalities will be forgotten, including the commercial interests of forgetful businessmen, and the locals will waste their efforts on a hopeless fight against a gorge of oblivion that massively takes away from them green areas, Pribudinka territories and monuments of history and architecture.
With this system, the capital’s maintenance system allows the Department of Construction and Architecture of the KMDA to carry out the maintenance manually.
On the one hand, senior officials are preparing for the approval by the Kiev City Council of the DPT project, which does not comply with the General Plan, while at the same time - taking into account all the misfortunes of the forgetters. The need for such documents was not confirmed by Moscow deputies in the past without resonant scandals and the confrontation with the mallets (it is likely that as a result they are accepted only by those who have lost money from the lost businessmen. - KV).
We would like to remind you that in the spring of 2021 the fate of Kievrad, in fact, in a Shakhrai way, praised the decision that allowed them to ignore the current General Plan and continue to dismantle the short-lived DPT for the sake of forgetfulness.
On the other hand, the local department of the KMDA also sees to the forgetters the local exchanges for the design of everyday life (MUO, this document is required to be canceled and then allowed on a specific basis).
