Numerous publications of the results of journalistic investigations of the “Observer” before the corruption at “Ukrzaliznytsia” was brought to the attention of law enforcement agencies to the situation in the state. Until our time, insider information and service reports of these episodes of crimes in the prison, which had already crystallized in specific criminal activities, were lost.
In addition, one of the main “heroes” of our publications, the general director of the monopoly enterprise Boris Ostapyuk, has been released. However, not everything is so simple for these prisoners.
On January 1, 2014, on the website of the Cabinet of Ministers, order No. 1154-r appeared, according to which Yatsenyuk appointed the General Director of Ukrzaliznytsia Boris Ostapyuk. The reasons for the order were not stated, and the food itself at the meeting of the Cabinet did not fall on November 26 (this day was the date of the order), neither before nor after this date did not rise. Moreover, it’s safe to say that a consistent decision will be adopted in Yatsenyuk’s office – with the participation of his business partners and “philanthropists” Andriy Ivanchuk and Leonid Yurushev. Then, apparently, the decision of the Cabinet of Ministers was carried out retroactively - the same day after Ostapyuk’s exit from the hospital, where would that be if a numerical re-verification was carried out on the enterprise.
Singingly, such loyalty and consistency in the formulations (it seems that before Ostapyuk from “Ukrzaliznytsya” the two were released “for gross violation of labor obligations”) – Yatsenyuk’s payment to Ostapyuk for faithful service. Even before “Ukrzaliznytsya”, which was the anniversary of the “Donetsk” and “Kolomiya” (to the remaining ones Ostapyuk), the “Chernivets” - old friends of Yatsenyuk, his business partner, got into trouble Andriy Ivanchuk and Minister of Infrastructure Burbak ( read more about him in the article Maxim Burbak: how the Chernivtsi residents sat on the “golden toilet” of the Donetsk ones ), - the stench of Ostapyuk himself was heard as a guide to the lost corruption schemes. The scientists turned out to be extremely strong - and soon surpassed their teacher. And the loud voice about corruption at “Ukrzaliznytsia”, which reached right up to the president, finishing on the right: Ostapyuk was expected to be taken from the estate. In this place, they were already preparing a new contender – a well-known, well-known one, with a reputation not yet tarnished by corruption scandals.
However, since law enforcement will not give “back”, it is entirely possible that Ostapyuk (and other figures in criminal schemes on “Ukrzaliznytsia”) will not be forgiven. Even now, at the stage of investigation, there is a whole series of episodes related to corruption in the plant. And according to them, there are already criminal reports against them.
Episode 1: financing terrorists
After information about the activities of the new hotels "Ukrzaliznytsya" reached Petro Poroshenko, he ordered an inspection of the enterprise. As part of this check, which was carried out by the SBU and GPU officials, they also carried out searches of 19 employees of “Ukrzaliznytsia”, since over 7 million UAH and 1 million were obtained directly from their apartments and work offices. dolars The financial documentation of UZ was also verified. And there the law enforcement officers found a shocking detail: while there is a war in Donbass, “UZ” no longer intends to finance the Donetsk prison, on the basis of which terrorism they created their fake Ministry of Transport “DPR”, and There is a greater commitment to the costs and material resources that need to be sent there.
It’s no different that having killed Ostapyuk, if he came to the posad – this is a change in the principles of financing the Donetsk Salad. The innovation made it possible to virtually uninterruptedly supply material resources to the terrorist-controlled territory. Obsessions are enemies. Following the order of the general director of UZ, material resources worth UAH 631,4 million were sent to Donetsk Zaliznytsia. Also, the terrorists took a maximum of 30 thousand tons of diesel fuel and 460 million UAH. This is 63% of the planned river service.
Episode 2: reduction of tariffs for important transportation
Another fact that weighs heavily on the side of criminal activity, which was revealed during the inspection of “UZ” - unresolved reduction of tariffs for the transportation of goods, which led to millions of profits for businesses, and for the state.
While the cross-border people are wondering, the main type of activity of Ukrzaliznytsia is not passenger transportation, but that is far from the case. Passenger transportation accounts for almost 20%, while the rest is transportation of goods. Theoretically, there will be specific tariffs for such transportation. In practice, the benefit of this service depends on the proximity of the client company to the administration of the hospital.
Law enforcement officials were able to establish that for Ostapyuk’s direct transportation, the tariff commission of Ukrzaliznytsia gave unreserved preferences to the intermediary company for this important cargo transportation - LLC "Intertransgroup" When the rate of employment for this company was being expanded, the members of the tariff committee for each diva agreed on a 10% reduction in the coefficient. As a result, in just three months of transport, the state lost more than 15 million in profits.
Over the years, law enforcement agencies were able to understand the reasons for the surprising approach to tariff setting by Intertransgroup: this company appeared to be close to Ostapyuk itself.
However, according to the information provided by the Observer, due to reduced tariffs, the truck transported goods not only for Intertransgroup, but also for a number of other companies. And it began not in 2014, but much earlier – even with Ostapuk’s previous appointment to “Ukrzaliznytsya”.
Zokrema, even in the previous “cadence” at the head planting in “Ukrzaliznytsia”, in just 4 months, through unreimbursed tariffs on vantage transportation for a number of companies, the enterprise (and therefore the state) was under-recovered close to 100 thousand dollars. In 2006, when there was power, there was a whole story, and the money was even a decent sum. For example, PP “Fresh Line”, which is associated with the people’s deputy from UDAR Ruslan Solvar, Ostapyuk kindly allowed the transport of grain, paying not at 13,32 dollars/t, but at 12,52, which is what the company allowed in the first place. save the maximum 7 thousand dollars. LLC "T-Trans" transported coal for a good time not at 4,02 dollars per ton, but everything else at 3,61 dollars, as a result of which UZ undertook almost 62 thousand mental units. Nearly 10 thousand dollars were “donated” by the state to the company “Asotra”, while this company transported ferrous metals in transit for 4 months.
Once these facts came to the surface, Ostapyuk was released.
In the rest of his arrival at UZ, Ostapyuk decided to make money on vantage transportation, using the updated scheme that operated under Sima. All goods for vantage transportation can be processed through a “laying” company, and in the interests of new curators “Ukrzaliznytsia” every client can forfeit a sum of money to the deposit - say, 3% of the amount of the goods. Nina, all contracts go through the company “Nika-trans” - and bring Ostapyuk and his patrons at least 150 million UAH as a result. This “project” is also referred to as the profitable, lower-level Ukrainian Passenger Logistics Center, which allows you to collect 5% of the value of your travel document for the resale of passenger tickets. In 12 months, for a short period of time, we have accumulated all the “recovered” 350 million UAH.
Episode 3: ruined tenders
Inspecting “Ukrzaliznytsia” and its servicemen, law enforcement officers came across attacks on the profitability of specific companies during the time of tender procurement. Okrema, once the malice has been revealed, the history of the purchases is clear, how to carry out “UZ” from LLC “Exposition” - “pitfalls” in certain areas, law enforcement officers were able to discover the problems received fakhіvtsіv from Minekonomrozvitku.
Already, an order was issued for Ostapyuk, which illegally increased the volume of supply of LLC “Exposition” (linked to the businessman brothers Dubinevichs) of anchors for the molding sheet – as much as twice. Moreover, the price according to which Ukrzaliznychpostach purchased the anchors was protected for 50 million UAH.
Law enforcement authorities are looking into other tenders of "Ukrzaliznytsia" and "Ukrzaliznychpostach". Zokrem, especially resolutely engage in tenders established by the government with companies close to the UZ and Ukrzaliznichpostach. For food – LLC “Nikatex-Trade”, from which we purchase textile products, LLC “Element-Oil”, which denied the right to supply oil and display, “TOV “Company “Galnaftoinvest””, which is small in supplying weeds future materials.
After carrying out an operational-economic analysis, it was established that in just three months of in-line production, enterprises took 25 million UAH from the subsidiary “Ukrzaliznychpostach”. Almost half of them - 11,65 million - were reinsured to enterprises with signs of fictitiousness.
I would like to conclude that it is still necessary for law enforcement officers to find additional evidence of the responsibility of Ukrainian carpenters from these companies. Todi Yak Ostapyuk has never been so protective. Immediately after being recognized as the general director of the company, the tender committee of the DP “Ukrzaliznychpostach” contacted the owner of the timber for sleepers LLC “Forest”, which stated the price was 1 million UAH higher, lower closest competitors. The secret lies in the nickname of the founder of this company. This is O.M. Vislinska, who is not only a supplier of trees for UZ, but a squad for Ostapyuk.
In addition, we have already written about how the defender of the general director, Maxim Blank, helped his patron and the unfortunate billionaire billionaire Leonid Yurushev win tenders for “Ukrzaliznytsya”. Through the hands of Blank and Ostapyuk, Yatsenyuk’s business group rewarded Yurusheva for financial support of the prime minister’s policy. Only one of the numerous Yurushev enterprises – “Dniprovagonrembud” – rejected the government monopoly’s agreement to repair cars for more than 1,5 billion UAH (!), and by the way, the authorities of the enterprise “UZ” - like the Darnytsky Car Repair Plant - made bi-qiu-zh robots cheaper. Moreover, due to the lack of agreement, the power of the enterprise is actually brought to the point of bankruptcy.
Right against corruption
For the sake of fairness, it should be noted that the plundering of “Ukrzaliznytsia” began much earlier, before the government came to Ostapyuk and above – Blank. One of the criminal cases, which is being investigated by the Prosecutor General’s Office, covers the period from 2003 to 2013. The police officers of the GPU realized that over the course of 10 years, their “dividends” were withdrawn not only by the Ukrainian Railways, but also by the planters of the Ministry of Infrastructure and the State Fund. They made a decision and laid the land, after which, from the sovereign power, a total of 300 million UAH worth of salvage cars were stolen.
As part of the same criminal investigation, the investigators established that the planters of VAT "Ukrtransleasing", LLC "Lemtrans", the corporation "Interregional Industrial Union", LLC "FMS Group" and LLC "Embrol Ukraine" are about to form a statutory fund VAT "Ukrtransleasing", where their enterprises have small parts, carried out a number of financial and government operations on the paper. As a result, the sovereign portion of the statutory capital of the partnership was completely changed. And the wealthy people were able to withdraw pennies and 297,5 million UAH.
However, since the beginning of this criminal enterprise, it is still unknown whether even one of those people who have been robbing the state for billions of hryvnias for how many years has suffered punishment.
