The law on strengthening the powers of the National Security and Defense Council can be called Groysman's second disgrace, according to a blogger.

So, today the Verkhovna Rada finally passed the controversial law strengthening the powers of the National Security and Defense Council. 253 members voted in favor. Unlike the day before yesterday (there were only 223 votes in favor), this time the Samopomich faction and Oleh Lyashko's Radical Bloc supported this initiative (the Batkivshchyna faction did not vote then, nor did it vote this time).
However, the bill strengthening the powers of the National Security and Defense Council was adopted in the Verkhovna Rada today in violation of parliamentary regulations. This was later confirmed by Serhiy Leshchenko, a member of parliament from the Petro Poroshenko Bloc faction.

"The day before yesterday (December 23), the Verkhovna Rada voted down this bill. After that, there was a vote on a repeat second reading. From that moment on, the second reading began, meaning all 400 deputies had 10 days to submit amendments to this bill. We submitted the amendments yesterday, at 14:47 PM," the parliamentarian explained, adding that after that, it was impossible not to vote on the amendments in the session hall.

"We're coming to the Verkhovna Rada today, and we're not voting to revisit this issue. How did this issue even appear on the agenda? It's unclear. Pashinsky is reading out some bill – 'from the rooftops,' no one had a single sheet of paper! Even those who were listening intently couldn't understand what was being discussed because there was no comparison table," Leshchenko explained.

Thus, the law strengthening the powers of the National Security and Defense Council was adopted by parliament today illegally—in violation of the procedures laid out in the law on regulations. It is clear that this was made possible, in part, by the corresponding behavior of the Speaker of the Verkhovna Rada.

So today's passage of this law in the Rada can be considered Groysman's second disgrace.

Let me remind you that Groysman's first shame was the parliamentary vote on the new government on December 2. Back then, he also violated the rules and even resorted to falsifications to achieve the "right" decision. For more details, see my article "Speaker Groysman's First Shame" from December 3!

MP Leshchenko also commented on the speaker's behavior today. "I'd like to write separately about Verkhovna Rada Speaker Volodymyr Groysman. I'm ashamed of myself for once, as a naive journalist, placing certain hopes on Groysman as a man of new qualities, new values, and new experience. It's never too late to be disappointed...," he wrote on Facebook.

Regarding the disgraceful passage of the law strengthening the powers of the National Security and Defense Council (NSDC) through parliament, MP Leshchenko expressed his deep indignation. He pointed out that the current parliament is repeating the mistakes of January 16, 2014, by voting for "the law on the NSDC, which creates a new branch of government from the NSDC and grants Turchynov the powers of vice president."

"They've wiped their feet on the Constitution... The People's Front, through blackmail and disregard for the law, pushed through a decision that we'll be paying for for years to come. If there's a rematch in Ukraine, remember this post of mine," Leshchenko stated.

I'll just add that Speaker Groysman committed his second disgrace today, certainly not as a result of any pressure from the People's Front. But because he was undoubtedly fulfilling the will of his boss and patron, President Poroshenko, in this manner.
