Recently, the Rule of Law public organization has received increasing reports of corruption during tenders for municipal vehicles in major Ukrainian cities, involving both customers and bidders.
Previously, the public organization "Rule of Law" reported on a tender held in Odessa for the purchase of five new trolleybuses, in which activists noted discriminatory conditions in the documentation. As a result of these actions by the customer, the most cost-effective offer from NTP STG Engineering LLC was rejected, and approximately 10 million hryvnias were overpaid from the budget. As it turns out, this wasn't an isolated incident in 2016, as NTP STG Engineering LLC, which offered buses and trolleybuses at the lowest price, was also "sidelined" in other regions of Ukraine.
As in Odessa, the same companies also participate in other tenders: NTP STG Engineering LLC, Subsidiary Enterprise Automobile Assembly Plant No. 1 of the Public Joint-Stock Company Automobile Company Bogdan Motors, and Joint Ukrainian-German Venture Electrotrans LLC. Based on an analysis of all tenders, including the Odessa one, the winner is always either Subsidiary Enterprise Automobile Assembly Plant No. 1 of the Public Joint-Stock Company Automobile Company Bogdan Motors or Joint Ukrainian-German Venture Electrotrans LLC, which bid the highest. Typically, this price is a couple of million rubles higher than the price at which the vehicles can be purchased directly from the factory.
All of the above circumstances clearly point to foul play, both on the part of the bidders and the winners. It's a shame, though, that the state budget suffers from this "play." Moreover, it's long been no secret what "kickbacks" in bidding are, how they are implemented, and why the tender price is a couple of million rubles higher.
Based on the above facts, the public organization "Rule of Law" appealed to the National Anti-Corruption Bureau of Ukraine with a request to verify the information and, if confirmed, to hold the perpetrators accountable.
