Deputy Prosecutor General of Ukraine Oleksiy Baganets may be involved in the activities of an organized criminal group accused of illegally acquiring, transporting, and storing for the purpose of sale, as well as illegally selling large quantities of particularly dangerous narcotics, including methamphetamine, cannabis, and the psychotropic substance gamma-hydroxybutyric acid (GHB).

This is the subject of a complaint filed by the Dnipropetrovsk regional prosecutor, Roman Fedyk, regarding a crime under Part 2 of Article 364 of the Criminal Code of Ukraine (abuse of power or official position, resulting in grave consequences), which the All-Ukrainian public organization "Dignity and Freedom" filed with the prosecutor's office, writes Globalist.
A statement from Dnipropetrovsk activists alleges that Dnipropetrovsk Oblast Prosecutor Roman Fedyk used his official position to release from custody individuals accused of drug trafficking, individuals to whom he had previously provided legal assistance as a lawyer before his appointment as regional prosecutor.
As a lawyer, Fedyk defended several defendants accused of drug trafficking in court, including Vladimir Viktorovich Molchanov and Eduard Anatolyevich Ivanesenko, who were facing criminal investigations under Articles 307 and 309 of the Criminal Code of Ukraine (sale and illegal production, manufacture, acquisition, storage, transportation, or shipment of narcotics). After being appointed regional prosecutor, Fedyk began systematically obstructing the completion of the investigation.
"By deliberately exploiting his rights and opportunities against the interests of the service, Fedyk continued to defend the defendants in the aforementioned criminal case by unlawfully interfering with the activities of the Krasnogvardeisky District Prosecutor's Office in Dnipropetrovsk and influencing the court," stated Vladimir Slatvitsky, head of the All-Ukrainian public organization "Gidnist i Volya."
The public organization clarified that after Fedyk's appointment as prosecutor, he replaced the state prosecutor in the case and provided him with clear instructions to release the accused from custody and refer the case for further investigation. As of today, the accused remain at large, and the case is not being investigated due to its ongoing review by the regional prosecutor's office.
Furthermore, the case file contains a report of the inspection of items seized from one of the suspects, V.V. Molchanov, during a search on February 9, 2012. According to this report, Molchanov's mobile phone contains the entries "Baganets Vit," "Baganets Kristina," "Baganets San," and "Baganets Father-in-Law." This is the phone number of Alexey Bagants, who is currently Deputy Prosecutor General.


Noting that Oleksiy Baganets lobbied for Fedyk's appointment as regional prosecutor, the public organization is requesting an investigation into Baganets' involvement in an organized crime group engaged in drug trafficking and headed by Dnipropetrovsk Oblast Prosecutor Roman Fedyk.
