Following an appeal from the Odessa public to the Prosecutor's Office, the Ministry of Internal Affairs, and the Security Service of Ukraine regarding the activities of Odessa Deputy Mayor Vyacheslav Shandrik this spring, several media outlets drew attention to the official's activities.
The result was a series of articles and investigations.
Vyacheslav Shandrik, instead of bringing his activities into compliance with the Law, decided to go to court to protect his honor, dignity and business reputation.
In November of this year, Judge Yevhen Kozyrsky of the Ovidopol District Court of the Odessa Region ruled in favor of Vyacheslav Shandrik.
This became the reason for journalistic investigations into the activities of Vyaeslav Shandrika and an analysis of a number of unjust decisions made by Judge Evgeny Kozyrsky.

Activists have initiated an investigation into the activities of corrupt official Vyacheslav Ivanovich Shandrik.
Activists have uncovered a gross violation of anti-corruption legislation, the abuse of official powers for personal gain, and violations of the prohibition on combining paid positions by Vyacheslav Ivanovych Shandrik, Director of the branch of the state enterprise Ukrgosstroyexpertiza in the Odessa region.
Shandrik V.I. has long been on the radar of public activists as one of the elements of a corrupt scheme for obtaining construction contracts in violation of the principles of economic competition.
Having analyzed the data of the Information and Resource Center of the Unified State Register of Legal Entities and Individual Entrepreneurs, the public activists found that Shandrik V.I., in addition to the position he holds in the State Enterprise “Ukrgosstroyexpertiza”, is also the founder of a number of profitable enterprises and organizations working in the field of construction, in particular: • LLC “REAL ESTATE INVESTMENTS”; • LLC “CONSTRUCTION COMPANY YUG INVEST STROY”; • LLC “DORSTROTRANS”; • LLC “ALUMA ODESSA”; • LLC “NIKOLAEVSKY DIPROMOST”; • LLC “INTER - INVESTSTROY”; • ALL-UKRAINIAN PUBLIC ORGANIZATION “SOURCE OF FINANCES”
According to the Law "On the Fundamentals of Preventing and Combating Corruption," combining the position of a civil servant with other paid work is prohibited and is considered an act of corruption.
The above-mentioned companies, in one way or another, are related to the construction sector by their activities and inevitably intersect with the permitting activities of Ukrgosstroyexpertiza.
Shandrik V.I., developing business relations with his own enterprises, using his official position, actually poured state funds into the development of private business, and facilitated the conclusion of contracts with his own firms.
The activists decided to initiate an investigation into the official's corrupt activities and hold him accountable.

STATEMENT
about the verification
As part of the enormous control over the fight against corruption in Ukraine, it was revealed the destruction of official legislation in the field of the fight against corruption, the corruption of service promotions, and the lack of payment for plantations on the side of the sovereign service officer, officer of Shandrik V'yacheslav Ivanovich, director of the branch in the Odessa region of the State Enterprise "Specialized State Expert Organization - Central Service of the Ukrainian State Security Service" examination" (nadali - DP "Ukrderzhbudexpertiza").
To obtain legal documents through the activities of the State Enterprise “Ukrderzhzhbudexpertiza”, it is carried out at the outskirts of the organizational unit of a comprehensive state examination of public health projects in the Autonomous Republic of Crimea, regions, places, Galusi from the acquisition of sovereign funds.
The main types of business activities include examination of nutritional value, reliability, durability, operational safety, engineering safety, design of architectural benefits and economical exhibitors and consulting services for everyday life nutrition.
According to the information and resource center of the Unified State Register of Legal and Physical Persons, Shandrik Vyacheslav Ivanovich allowed the imprisonment of the director of the state enterprise with other paid activities that generate income.
Behind Vimog Art. 7 of the Law “About ambushes and anti-corruption” government services are prohibited from being able to do other paid work, enter the warehouse of the government, other government and control bodies, and for visual purposes enterprises or organizations that may generate income outside of the extinguished functions of the state.
Actually, the huge organization became aware that Shandrik V.Ya. in the destruction of erected fences, the founder of a number of profit-making enterprises and the organization of health care: LLC “REAL ESTATE INVESTMENTS”; LLC “BUDEVELNA COMPANY “PIVDEN INVEST BUD”; LLC “DORBUDTRANS”; LLC “ALUMA ODESA”; TDV “MYKOLAIVSKY DIPROMIST”; LLC “INTER - INVESTBUD”; ALL-UKRAINSKA HROMADSKA ORGANIZATION “DZHERELO FINANCE”.
When analyzing the activities of the above-mentioned enterprises and organizations, it was clear that the main types of their activities are sequential and directly lie in the sphere of development, which is closely related to activity of the State Enterprise “Ukrderzhbudexpertiza”. By the provisions of Article 3, 13 of the Law of Ukraine “On State Service”, the establishment of obligations for state service is required to comply with legislation in the field of combating corruption and the principles of state service, and personal responsibility for their violation. In addition to the above, by pursuing official duties and opportunities associated with them, by obtaining unlawful benefits, Shandrik Vyacheslav Ivanovich unlawfully took legal persons from their ruler activities, received benefits, established contracts and unlawfully giving priority to designated legal entities, in fact, associated with the development of special foundations of enterprises, unfunded withdrawal of budgetary funds, and direct damage Law of Ukraine “On ambushes and “anti-corruption” and creates discriminatory attitudes for other subjects of government in the sphere of future development.
From the station to the station. 6, part 1, clause 1, clause 4, Law of Ukraine “On ambushes and anti-corruption”, persons designated in paragraph 2 of the first article of Article 4 of this Law are protected from vikoryism in their services and in connection with This is the possibility of obtaining unlawful benefits or in connection with the acceptance of treatment/proposition such benefits for oneself and other persons, including: - unlawfully accepting individuals or legal entities from created by them sovereign activity, received subsidies, subventions, subsidies, loans, benefits, established contracts (including for the purchase of goods, labor and services for sovereign funds); — it is unlawful to give priority to individuals or legal entities in connection with the preparation of projects, the issuance of regulatory legal acts and the adoption of decisions, the approval of regulations.
Subject to Part 1 of Art. 21 of the Law for committing corruption offenses, individuals designated in the first part of Article 4 of this Law are subject to criminal, administrative, civil-legal and disciplinary authority in the order established by law.
Article 40 of the Constitution of Ukraine establishes that everyone has the right to send individual and collective letters to animals and especially to contact the authorities of the state, who are required to review the documents and dates. It is based on the establishment of the law of lines.

1. Conduct a review of Shandrik V’yacheslav Ivanovich’s statement of law “About ambushes and anti-corruption” according to the most important facts and in the event of the obvious violation attracting him to the criminal level variety.

Conduct a review of the legality of the current state activity and the contractual contributions of the branch in the Odessa region of the State Enterprise “Ukrderzhbudexpertiza” from the LLC “REAL ESTATE INVESTMENTS”; LLC “BUDEVELNA COMPANY “PIVDEN INVEST BUD”; LLC “DORBUDTRANS”; LLC “ALUMA ODESA”; TDV “MYKOLAIVSKY DIPROMIST”; LLC “INTER - INVESTBUD”; ALL-UKRAINSKA HROMADSKA ORGANIZATION “DZHERELO FINANCE”.
