Viktor Kantsurak has been appointed Deputy Minister of Ecology and Natural Resources. He is known for his role during Yanukovych's presidency, heading the Ministry of Ecology's Department of Nature Reserves, which was then headed by Mykola Zlochevsky. During his tenure at the Ministry of Ecology, Kantsurak served on the tender committee and was implicated in a corruption scandal involving the procurement of satellite imagery of Ukraine. At the time, services were purchased from the Austrian firm Austroplan Austrian Engineering for UAH 49,38 million, despite the Kharkiv National Academy of Municipal Economy offering the same services for UAH 250. The Ministry of Ecology's tender committee rejected the Kharkiv Academy's bid under a formal pretext.
Viktor Kantsurak's deputy was listed as responsible for the tender for the procurement of services. The NABU is still investigating the procurement conducted by Kantsurak's department.
Viktor Kantsurak has worked in the Cabinet of Ministers' Secretariat since September 2014. For the last year before his appointment as Deputy Minister, he headed the Department of Environmental Protection, Life Safety, and the Agro-Industrial Complex.
There is information in the media that in the 2000s, Mr. Kantsurak was an assistant to Mykola Zlochevsky's business partner, Mykola Lisin, a people's deputy from the Party of Regions.
The appointment of Ostap Semerak to the post of Deputy Minister of the Ministry of Ecology, headed by Ostap Semerak in the new Cabinet of Ministers, was signed by Prime Minister Groysman on April 20, 2016.
