Is Deputy Finance Minister Makeeva lobbying for Imperial Tobacco?

CigaretteDeputy Minister of Finance of Ukraine Olena Makeeva is "promoting" the interests of the tobacco company Imperial Tobacco. This statement was made by a representative of the interdepartmental working group, which began work on December 17. Its task is to draft amendments to the Tax Code of Ukraine.

The government believed excise taxes on alcohol should be increased by 100%, but ultimately only increased them by 50%. The situation with the tobacco industry is even more dire: Makeeva proposed raising the excise tax rate first by 20%, and then by 15%. However, this was only an ad valorem rate. The group believes this will increase the cost of expensive cigarettes, while the price of cheaper ones will decrease even further.

According to Makeeva, this should be done in a similar way to "social bread." In other words, a category of "social cigarettes" should be created, which would run counter to the principles of international organizations. The interagency group believes the reason for this is that Imperial Tabacco operates in the low-cost segment.

Meanwhile, Prime Minister Arseniy Yatsenyuk is simply demanding an increase in excise taxes to boost budget revenues. A bill on this issue will be submitted to parliament tomorrow.
