In the course of the ongoing reform of the State Penitentiary Service, control over the great business empire of the billions of hryvnias is taken away especially by the Minister of Justice
In the early days - Nadiya Savchenko returned to Ukraine, changed the place, published information about the “Black Casa” of the Party of Regions - information has passed unmarked liquidation of the State Penitentiary Service (DPTS) by the Cabinet of Ministers. These functions will be shared by three departments of the Ministry of Justice.
The DPTS was previously under the Ministry of Justice, but was actually an independent military structure with billions of dollars of budgets, power generation and a mine of tens of billions of hryvnias. Formally, she was in the subordinate order.
Now, by order of the Cabinet of Ministers, everything is in the hands of one person - Minister of Justice Pavel Petrenko, Arseniy Yatsenyuk’s comrade-in-arms in the Popular Front.
Petrenko’s subsidiaries regularly appear in the data submitted to the Unified State Registry of Justice and the entry there of obviously untrue information. Most often, they simply rewrite the business from legitimate authorities to fictitious persons, which UA1 has already written about more than once. And the nickname of the minister himself is associated with a number of raider treasures.
In addition, the first individuals of the Ministry of Justice were denied further control over the government activities of the government colonies, which were insured for 200 thousand payments.
The minor budget of the State Traffic Safety Inspectorate amounted to 2,786 billion hryvnia, while the government received 3,333 billion.
Officially, such changes explain the need to reform traffic police. According to the words of the intercessor of the Minister of Justice Natalia Sevastyanova, it is not possible to reform this structure according to European standards until it is deprived of the crowned body of the crown government.
The penitentiary service was liquidated by creating three departments under the Ministry of Justice: probation, security and resource security, which would take on these functions.
The main reason for such changes is control over money, or rather, great money. The minor budget of the State Traffic Safety Inspectorate amounted to 2,786 billion hryvnia, which the department saw was 3,333 billion. In addition, the penitentiary service must deal with enterprises with a river turnover of tens and hundreds millions of hryvnias, legal trade boundaries and participation in tenders – also worth tens of millions.

Let's take a look at the 2016 year of traffic accidents - there are 37,7 thousand people with coronavirus and 62,749 injuries. And there are also 18 domestic doctors, 90 industrial enterprises, 11 agricultural enterprises and 137 craftsmen working in the colonies. According to the law, the entire government operates according to the method of “revolution and resocialization in the process of beginning and generation.”
All registration is formalized in the eyes of several legal entities of the state government. Formally, they are supervised by the intercessors of the ministers of the government colonies.

The government's agricultural enterprises and 126 subsidiary states, which are under the DPTS, cover 39,5 thousand hectares of land. Net profit from the sale of agricultural products over the past year amounted to 26,5 million hryvnia.
Among the enterprises that engage in metalworking, sewing and fabrication, granite processing and woodworking, you can also make your contribution to the treasury of the penitentiary service. For example, recently the DPTS enterprises won a tender for the supply of various products for the army for 65 million hryvnia.
For the documents, there is no need for any money-saving enterprises, while those who are involved in the shortest time, they remove the meager amount, and often they work without cost.
In addition, through the official trading networks “Master’s Shop” and “ABC of Taste”, as well as through intermediary structures, selected goods are sold to various departments and merchants.
“We guarantee effective professionalism, which is based on mutual understanding and professionalism,” the service promises potential partners and deputies.
Nowadays, with the documents of non-personal enterprises, they are expensive, but those that are bound to be rejected, at the very least, are meager, and often they work without cost. According to the Intercessor of the Minister of Justice Sevostyanova, a hundred such enterprises were registered.
“This is nonsense in the case of the virtually cost-free payment of debts, with the withdrawal of preferences on utility bills,” the stressed minister, aware that the country is spending hundreds of millions of dollars hryvnia
The authorities of the colonies explain this incident by the high quality of the products being produced. But the real reason for the “overcrowding” is total corruption and “optimization” of the manufacturing process.

According to unofficial information, during the hours of Yanukovych, the administration of the right colonies sent tens of thousands of dollars “upward”. This resulted in compensation for the seemingly costless labor force and the loss of the financial part of production. And there are still no indications that the situation has changed radically - hundreds of thousands of dollars were circulating illegally in the system.
The biggest income at the grassroots level comes from the delivery of illegal items, most often drugs. It is more important to manipulate the output prices for finished products.
In the electronic catalog of DPTS goods, there is often the inscription “Price negotiable” next to the product item, or the price is indicated in accordance with any minimum amount. It is difficult to verify the real selling price in this situation.

Another step up the hill – the prices for the care of mental-pre-stroke disorders have already been fixed. Well, the “highest pilot” is tenders for the purchase of goods and services necessary for the colonies: from repairs to food products, the price of which depends on many times.
Negligible income can be secured by saving on energy resources. For example, they have now set out to replace gas with other types of fire. Ale s “we will update the temperature graphs and the work of thermal measures according to the weather minds.”
The State Traffic Safety Inspectorate reported that by doing so, 54 installations saved 4 million hryvnia this season. All you have to do is lower the temperature by a few degrees, and the savings will go to the point of boiling.
Naturally, corruption in the department is severely suppressed - close to a hundred young soldiers from over 37 thousand who work in the system are attracted to the level of conformity.
The lists of corrupt officials include everything from drivers to cooks, but there is no significant secrecy. Most often they are punished with fines ranging from 170 to 1700 hryvnia, and at other times, criminal offenses are encouraged.
It is reported that these enterprises will be recognized by the Ministry of Justice as civil servants, in order to ensure independent control of the colonies.
However, the essence of the current DPTS reform does not concern all these financial layers - it is aimed directly at the overly bloated apparatus. Otherwise, it seems, everything looks like this, dumb on the path of lost pennies from the right colony to the very top. The Ministry of Justice is taking the crotch off the back of the apparatchiks. And at the same time, take control of the government’s activities. And everything will come down to the fact that one person will control everything - Minister Pavlo Petrenko.
Why make money
“We propose to create a holding that unites all these enterprises so that the vision of this holding could expand contracts throughout the region and beyond the border,” announced the ministerial plans from drive of Sevastyanov's DPTS virobnichikh structures.
Behind these words, it is conveyed that the enterprises will be civil servants, who will ensure the administration of the colonies independently from the authorities. It is understood that such ceremonies will be named in the Ministry of Justice.
Another planned income stream is sales to investors of territories where there are currently old traces of isolation centers.
The pilot project may be launched in Kiev, having sold the Lukyanivka pre-trial detention center. The investor will be new beyond the borders of the place, and will now take over a large plot on Lukyanivtsi, which is previously estimated at 30 million dollars.
The ministry has not yet specified how clearly this procedure will be carried out, but would like to declare transparency again. For example, they have already announced that they plan to conduct government purchases for government colonies, including through the Prozorro system.
UA1 has already written about how corrupt officials in government agencies have learned to bypass the loopholes of this system. One of the bidders is placing a significantly lower price on their product, so I can securely win the tender. And then, through its people, the department delivers absolutely unacceptable products, for which both the postal manager and the official earn money for ensuring such a supply. There is no guarantee that this scheme will not pass through procurement for the right colonies.
The Minister of Justice is relinquishing full control over billions of dollars in assets and a business empire with a practically costless workforce and a turnover of hundreds of millions of hryvnias.
At the same time, the Ministry of Justice will ensure that the traffic police officers will now be honest and open, as long as they all undergo re-certification. But I’ll say it again - but it’s not a guarantee that the new recertified spivrobitnik will not become a person who has compromised herself, as she has already been repeatedly thwarted in the MVS.
Okrema Rozmova – a tender for the supply of products for the army. DPTS enterprises began supplying goods to the Ministry of Defense for the first time in ten years.
This is far from the case for the penitentiary service due to the fact that state purchases for the defense department are supervised by Pavel Petrenka’s fellow party member, the head of the parliamentary committee for defense and national security, Serhiy Pashinsky. The situation with government purchases from the Ministry of Defense is directly related to his name.
Thus, the result of the planned reform of the DPTS develops into a picture laden with corruption risks, if one person - the Minister of Justice Petrenko - seizes new control over the billions of dollars of assets and the existing business empire from a practically cost-free workforce and a turnover of hundreds of millions of hryvnias.
Prote, there is no need to befriend anyone, and they are in a hurry with the reform. “It is necessary to appoint the right liquidators to the liquidation of the penitentiary service, and not those who will drag on the humus,” ordered Prime Minister Volodymyr Groysman. And the Ministry of Justice is already preparing a new audit of all DPTS installations.
