As reported by Nashi Groshi with reference to the State Procurement Bulletin, on December 16, the State Joint-Stock Company Ukragroleasing signed an agreement with Partner-VS LLC and purchased agricultural machinery worth UAH 18,590,000.

The tender was held through a negotiated procedure, and two waste treatment, drying, and storage systems were purchased: the KOSZ-12000 for UAH 13,950,000 and the KOSZ-2000 for UAH 4,640,000. The latest changes to the list of suppliers and maximum prices for the Ministry of Agriculture equipment were made by an order dated September 12. At that time, the ministry was headed by Ihor Shvaika, a member of Svoboda.

Partner-VS LLC is a subsidiary of Zhytomyr-based Vibroseparator OJSC. Previously, the plant's main shareholder was Rif-Invest LLC, whose founders included Mykola Prysyazhnyuk (Minister of Agriculture from 2010 to 2014, currently wanted by the police). In 2012, Vibroseparator shares were transferred to Classic Insurance CJSC, also owned by Prysyazhnyuk. In the summer of 2014, Zerno.El LLC became the main shareholder. This company is registered to Serhiy Grechko, a member of the Zhytomyr City Council from the Party of Regions (chairman of the board of Elektroizmeritel JSC), Daniil Kravtsov, a member of the Korosten District Council, and Oleksandr Kravtsov, who owns 80% of Vibroseparator.

Alexander Kravtsov is originally from Yenakiyevo, where Nikolai Prisyazhnyuk began his career during the Soviet era. At the time, he was the chief technologist for capital construction at the Ordzhonikidzeugol production association. It was there that he met Viktor Yanukovych.

Subsequently, Kravtsov chaired the board of Prisyazhnyuk's firm, Rif, and served as executive director of Prisyazhnyuk's charitable foundation, "Ot Vosche Serdtse." Kravtsov also served as deputy chairman of the Zhytomyr Regional State Administration, while Prisyazhnyuk served as first deputy governor. Furthermore, from 2004 to 2006, Kravtsov served as deputy minister of industrial policy. PJSC Vibroseparator and its subsidiaries have received government contracts worth UAH 34,120,000 in recent years.

As a reminder, in April 2014, Mykola Prysyazhnyuk was placed on the wanted list on suspicion of embezzling funds from the Agrarian Fund totaling almost UAH 540 million.
