The railway purchased two railcars for 40 million hryvnias.

As reported in the Newsletter of State Purchases, on October 27, the state enterprise Pivdenna Zaliznytsia entered into an agreement for the purchase of two AD-1 railcars for a total amount of UAH 40,30 million. at LLC "NVK Dniprospetsmash".

Due to the lack of competition, NVK Dniprospetsmash LLC received this order without open bidding.
One railcar, priced at UAH 20,30 million, must be equipped with a RK26502 crane-manipulator and delivered to Sumy by May 2015.
The second, priced at UAH 20,00 million, is equipped with a hydraulic lift and an RK27001EN crane-manipulator and is intended for the city of Lozovaya; delivery is expected by the end of November this year.
The shares of NVK Dniprospetsmash LLC are distributed as follows: 35,52% is owned by Oleksandr Kravchenko, 28,72% by Ruslan Maikov, and 12% by Serhiy Pustovoitenko. The remaining 23,76% is owned by PJSC Serviskoliyamash, which owns NVK Ukrremkoliyamash LLC and NVK Dniprospetsmash LLC, which it also founded.
In August 2014, NVK Dniprospetsmash LLC won a UAH 8,70 million tender from Pivdennaya Zaliznytsia, together with NVP Ukrremkolyamash LLC, a co-owner. At the time, Ukrremkolyamash's stake in NVK Dniprospetsmash was less than 25%, meaning the companies were not officially considered "related parties." Prior to winning this tender, the stake was higher—32%—and with this distribution, the two companies won a UAH 30 million tender from Prydniprovska Railways for equipment repairs in the spring.
However, the customer cancelled this contract due to the impossibility of eliminating the discrepancies that arose due to the violation of the law.
As a reminder, two participants are considered related parties if the same owner controls 25% or more of the authorized capital of each of them.

Over the past six years, Ukrremkoliyamash Scientific and Production Enterprise LLC has won tenders worth UAH 102,40 million.
NVK Dniprospetsmash LLC began winning tenders in the summer of 2010 and during this time received orders for a total of UAH 110.090 million.

The AD-1 railcar is designed to perform transport and lifting operations in the electrification and power supply sector during maintenance and repair work on the contact network: digging pits for supports, installing supports, replacing or repairing elements of the contact network without removing voltage, without causing significant delays in the train schedule.
