On April 11, 2016, the Production Support Center branch of PJSC Ukrainian Railways ordered rail fastenings from ExpoPosition LLC following a tender and an inflated price of UAH 170,84 million. This company is associated with MPs Bohdan and Yaroslav Dubnevych, originally from the Lviv region ( more about the Dubnevych family in the article " Bohdan and Yaroslav Dubnevych: The President's Corrupt Guard "). It is known that approximately 1 million intermediate sets of elastic fasteners and 570 thousand inserts and gaskets were ordered.
In the tender, OOO Ekspozitsiia's competitor was OOO Evroosnova-SM, already well-known to the railway workers. Another firm, OOO AT Mekhanika, offered a third lower price, but its bid was rejected due to several discrepancies in the technical documentation for the proposed product.
Exposure LLC was founded by Andrey Bokhenok. Mikhail Vrublevsky is listed as the company's director. The company's registration coincides with that of Quadrokhim LLC, owned by Natalia Dubnevich and Tatyana Dubnevich, the wives of the Dubnevichs.
This company, linked to the Dubnevych MPs, began winning tenders from railway workers in 2014 and has already supplied services and goods worth UAH 652,42 million to the state-owned enterprise.
Management positions at Ukrzaliznytsia are held by trusted associates of the Dubnevychs. The deputy director of the Production Support Center is Yaroslav Dubnevych's assistant, Eduard Pushkarenko. Vasily Yakovlev, who serves as chief engineer of Ukrzaliznytsia's Department of Railways, is an assistant to MP Yaroslav Dubnevych.
