The Zhytomyr Court of Appeal overturned the regional council's decision of May 28, 2015, according to which four plots with a total area of 95 hectares were seized from the state forestry enterprise in favor of Mezhdurechensk Mining and Processing Plant LLC.
The court ruling states that the land was acquired without the approval of the Cabinet of Ministers, even though the allocation of forest land for subsoil development was prohibited as recently as April 10, 2008.
According to media reports, the Zhytomyr Regional Council reduced the forestry area with the consent of the Krasnoarmeysky Leskhoz and the Zhytomyroblagroles company. The land itself was managed by the state-owned enterprise Krasnoarmeysky Leskhoz APK and was located within the Fasovsky and Yagodinsky village councils of the region.
Interestingly, the Krasnoarmeysky Forestry Enterprise is part of Zhytomyroblagroles. The enterprise is headed by Petr Kurilchuk, a deputy of the Krasnoarmeysky District Council. The company itself is headed by Igor Rybinsky, a deputy of the Zhytomyr Regional Council from the Batkivshchyna party. It's significant that he is the deputy chairman of the standing committee on environmental issues.
