If we compare the national quota with the minor one, then for Petro Poroshenko’s factories the quota increased by about 5%, while the foreign quota has at the very least changed to female ones.
Apparently, Petro Poroshenko promised to sell the business and introduce “new traditions” in the country, but this idea is still not finished.
Quota “A” is the maximum amount of crop that the country allows to be sold in the middle of the country for the duration of marketing. The key function of quotas is to combat the overgrowth of crops, which increases the selling price.
Quotas among the councilors are divided according to the results of the work of two committees. One of them checks the technical readiness of factories before the sugar production season, focusing on leather production. This commission consists of representatives of the Ministry of Agricultural Policy and Food and representatives of the Ukrtsukor Association, which unites all the pulp factories of the region. Another commission directly distributes quotas from the administration of the technical commission. This warehouse includes representatives of the Ministry of Agriculture, the Association and two specialized institutes.
According to the minutes of the meeting of the competition commission with division of quotas dated May 14, 2015, a copy of which is in the order of “Our Pennies”, to which the pulp farmers submitted applications for 2 million and 100 thousand tons of pulp. A number of factories with this quota were supported by the results of the revisions of the technical commission. The remaining quota for this river was still a smaller obligation to resolve applications; otherwise, the application was changed to a new coefficient.
The Ministry of Agrarian Policy, as well as the Parliament and the Cabinet of Ministers, has two concepts. Persha is a permanent quota for the domestic market of tsukor, since the lack of penalties for violating the quota allows unscrupulous producers to sell over-standard tsukor on the domestic market. Even though honest producers suffer from quotas, it does not affect the key function – the fight against overproduction and the fight against bankruptcy of pulp factories. The initiative to eliminate quotas was voiced by the Minister of Agricultural Policy Oleksiy Pavlenko. They are supported by middle and other recruiters and officials of the Ministry. Another concept is a complete concentration of functions with a distribution of quota between producers in the Ukrtsukor Association. The Ministry will be included in this process. This idea is supported by the “Ukrtsukor” association, members of the great vegetable producers, as well as some representatives of the Ministry of Agriculture.
