After the latest increase in tariffs, officials traditionally forget to talk about the most important thing: what do Ukrainians have to pay more for?
No longer will the cold water at the taps become clean, and the hot water become hot?
As a result, we have already been in a closed loop for more than twenty years: no increase in tariffs, no increase in budget subsidies will not change the cost of utility services.
The financial situation of utility companies is becoming increasingly difficult.
All the same, we are simply patching up the parts, rather than reconstructing and modernizing the roof, which has been in a state of disrepair for a long time.
Continuation of the policy of communal inactivity may lead to a further collapse of the housing and communal services system.
The realities of Ukraine in five to ten years are as follows: the supply of cold water in great places will become commonplace, hot water will become cold and become lousy, and there will only be a few days available per week.
It will be cold in the apartments, and the light will be removed during the peak period through the marriage of coal and other types of burning at power plants.
This is not a picture from an apocalyptic film, but our future in the minds of complete inactivity. The population of Ukrainian towns lives in huts with a communal system, which has completely exhausted its operational resource.
Much of this communication was inspired by the 1970s. The stinks represent outdated features and will require new and thorough modernization.
Tariff collapse
Officials say that the “reduction” in utility services follows the increase in tariffs, and not as a surprise. Prote, as in the novel “Twelve Stilts”, has the power to ask for pennies and owes stilts, like servants, especially in the evening.
Is there any guarantee that after the final increase in tariffs, as is expected in 2017, the growth of services will continue? Life shows that after their increased prices, the water at the taps did not become warm, and the holes in the pipelines were not patched.
Before the speech, at the coalition site, Ukrainians were treated as “stiltsi” for the first time. The document transfers payment for actually consumed gas, heat and water with the aim of introducing a full commercial environment until 2017 and transitioning to incentive tariffs.

After this, it was planned to establish tariffs at the same level as economically charged ones. Prote officials turned everything around: the action plan and tariffs were introduced, and the appointment of doctors was postponed to the “evening”.
For example, doctors pay for the government's fee only after the first day of 2016, after the residents pay both for themselves and for that guy.
Tariff regulation is also necessary for the creation of a mechanism to avoid evil from the side of monopoly enterprises. The strength of the robot in the minds of tariffs, which do not cover expenses, has created a superior technical development of enterprises, at the same time possessing high energy consumption.
This picture of tariffs will remain for the rest of the decade. The result is an uncompensated increase in production, accumulation of waste and lack of incentives before investment. Due to this problem, residents cannot control the volume and quantity of services, choose the price, without being aware of the possibility of obtaining such services.
The reason for this is that officials and monopoly companies do not take us for buyers of utility services, or clients with market rights. You can endlessly run on a cold radiator or without hot water. According to their logic, “shout as much as you can, wherever you go.”
It is not surprising that in such minds communal services are perceived as a potentially costless, and not an economical, category of goods. The partnership does not understand the real connections between the components of the utility sector, services and prices for energy resources, which form the basis of tariffs.
Communal recipes
Why does the communal system waste money, energy and resources without providing any useful services? What it calls for is not targeted repairs, but serious systemic reforms.
First of all, it is necessary to liquidate monopolies in the utility sector. Fair and clear competition among providers of housing and communal services can create a choice, as a result of which population will accept utility services at an adequate price.
A way out could be the transfer of monopolies for lease, concession, management, creation in the regions of new utility enterprises and private companies.

In areas such as elevator maintenance, export supplies and landscaping, there is a competitive market that is regulated by antimonopoly legislation and local authorities. For which work is needed, the effectiveness of any work must lie under local authority.
If we create a market without a competitive environment, the system will still fail. It seems clever that you have created 90% of OSBB in the city, where one company exports goods at monopoly prices, their sense is wasted.
Why, say, ten accredited companies in one place should not be allowed into the market? For example, in the UK, companies that provide utility services can easily change their mobile operator.
Otherwise, it is necessary to streamline the tariff policy in order to be clear and reasonable for residents. It is necessary to start by changing the management system of the living and communal services that we have been weaning off since our days.
The monopoly in the sphere of water supply, water supply and heat supply has lost the basis of the system. Competition is intense in other segments. Why, for example, can there be landscaping and greenery, but there is no housing in the management and operation system?
The population in the valleys with housing and communal services enterprises is sparse: get the most clear services at a reasonable and discerning price. As the main investor in the sector, he has the right to know the regulations, which determine the size of utility tariffs.
The clarity of their forming stimulates the reduction of services. As a result, people should stop “buying in” on the prices of politicians who promise to reduce prices for housing, water, heat and gas, without imagining such possibilities.
Thirdly, change the laws. Tariff collapse is a lot of criticism due to short-lived legislation.
However, you don’t need to rig the bike. It is sufficient to introduce the confirmed tariffs from the regulatory procedure. In addition, it is necessary for the legislator to ask local self-government authorities and the National Energy and Renewal Service to review tariffs for housing and communal services immediately after their changes.
For example, whenever electricity tariffs change, it is necessary to review all other tariffs, including those included. For this reason, change the tariff approval system and simplify the procedures as much as possible.
Enterprises of the communal government generate over forty types of services, exploit a significant part of the state's fixed assets and provide jobs for 5% of the state's productive population.
Their country contributes not only to the provision of basic needs of the population, but also to the functioning of the entire government complex.
