Journalists learned how Rector Poplavsky managed to avoid paying a single kopeck to the state treasury.
Ukraine is a state of untouchable elites: members of parliament, prosecutors, but there's also another circle of all-powerful individuals: the rectors. Mykhailo Poplavsky's private university has had its license revoked, and the Prosecutor General's Office has opened a criminal case against it, according to the program "Dengi."
By creating a clone of the Kyiv National University of Culture, Poplavsky found his own gold mine for profiting from students without paying a penny into the state treasury.
Students at Kyiv National University of Culture say their friends have "KUK" written on their student ID cards and record books, but they attend lectures at the state university alongside state-funded students. After their third year, these students transfer to a state university and receive a state-funded diploma, meaning the government pays for their education, while Poplavsky earns the money.
The now scandalous university is legally registered at four addresses where students are supposed to study, but the first two addresses are the Kyiv National University of Culture, and the other two are brand new high-rise buildings that have sprung up on the site where the KUKU buildings should be.
According to the Unified Electronic Database on Education Issues, more than 3 students are studying at KUKU, but only Poplavsky knows where exactly they attend lectures and seminars.
The "Money" program called Mikhail Mikhailovich's personal number, but he was not in the mood to talk to journalists.
Meanwhile, the university administration has been absent from work for the second day, claiming they are rescuing students from the Luhansk branch of the University of Culture, which is not mentioned on the University of Culture's website.
