Zaliznychniki continue to purchase sleepers worth hundreds of millions with a delta larger than Yanukovych’s time.
The skin rule applies to those with guilt. This eternal phrase is still in vain. Although “Our Pennies” inevitably guards against the fall in “margins” in government purchases, there is one product that has been swept away by the winds of change. Tse - sleepers. The product is initially banal, but very showy. First of all, because of its banality, sleepers can produce dozens of enterprises, and therefore the proposition to the market is great. Otherwise, regardless of this proposition, the difference in tender and market prices remains at the same level as it would have been under less power. Well, and thirdly, it turned out that the managers, who began to buy sleepers at an expensive price, became profitable and successful at “Ukrzaliznytsia”.
Let's finish with the remaining purchases. From the state government, the “Management of Industrial Enterprises of the State Administration of Salable Transport of Ukraine” (also referred to as UPP) purchased a total of 94 million UAH worth of wooden non-wetting sleepers and 94 million UAH worth of beams. Negotiated prices increased by 46% compared to the prices at which the company purchased sleepers from the past.
Naturally, inflation has taken its toll, but during the current period it reached more than 26%. I had a chance to analyze it more deeply. As a result, we came to the conclusion that inflation is far from the only reason for such price increases. For a larger picture, we looked at all purchases of UPP sleepers since the inception of the “News of State Purchases” in 2008.
Thus, starting in 2009, a UPP agreement was published on the construction of sleepers and beams for UAH 650 million. I’ll spare a little technical explanation. Zalizniki purchase sleepers of the first and other types of coniferous species, which are used on the head and bottom tracks. It is important to note that wooden sleepers are not only an effective material, but also economical. Wine will not require current production technologies, and it can be produced by many enterprises, including private enterprises. The plant buys unleaked sleepers, which the seller delivers at the state-owned processing factories in Rava-Ruska and Novomoskovsk, where they will then leak out with a special supply for long-term work.
The largest amount of money, approximately 195 million UAH, was spent on the purchase of sleepers and beams by the UPP. In the summer of 2014, tender prices increased by 36%. Of course, then Crimea was already destroyed, and Donbass fell apart. And yet, such a jump was not expected on the free market. Therefore, the prices of sovereign enterprises turned out to be higher than market prices per 100 UAH.
Analysis of market reports has recently shown that such a difference between prices was consistently maintained at attractive tenders. As part of the development, we took the average price between sleepers type 1 and type 2, as indicated in the tender documents of the UPP, and adjusted it to the average price with the market position at the same time. The difference in prices in the rest of the years amounts to a maximum of 70% and this delta was smaller only once – in 2013, the last part of Yanukovych’s rule, when the economy was already in danger of a crisis, and the budget was not there were pennies left. After the Maidan, the delta was turned back to pre-crisis values.

The 68-year-old Colonel General Rudkovsky has great knowledge of managing sovereign finances. In 2004-2005, Rudkovsky became the first deputy minister of defense, while at the same time being a people's deputy. A year ago, for the connivance of Speaker Oleksandr Moroz, he removed the seat of the right-wing parliamentarian of the Verkhovna Rada, and was already involved in the housing of people’s deputies, as well as the care of their work.
In 2009, Rudkovsky was first appointed as a kerivnik of the same “Management of Industrial Enterprises of the State Administration of Transport Transport of Ukraine”. At the same time, the UPP could increase the sleeper with the highest recorded delta of 144%. It’s possible that Rudkovsky broke his record of offensive fate, but unfortunately, it’s unknown, some of the information about the recent tender at VDZ has not been published for unknown reasons.
In 2011, Rudkovsky’s father was replaced by Evgen Pavlovsky, and with the new tender, the margin on sleepers began to change due to skin rock. Until after the Maidan in the spring of 2014, Rudkovsky again returned to his position as director of the UPP.
In these cases, there is no data about what Rudkovsky was involved in during his tenure at the enterprises. It is clear that this honorable scumbag of Rzhishchev, Kiev region, is the founder and sponsor of low private enterprises. Tse TOV "Interagro", TOV "Sribna hvylya", TOV "Ukrpolymerkonstruktsia", TOV "Contact 61", TOV "Bilotserkivskyi tsentr skla", TOV "Oksamit-service".
The rest of the company is visible through Volodinnya to about two tens of thousands of hectares of Myslyovsky lands. Among the founders of Oksamit-Service is Rudkovsky, ex-Minister of Defense Oleksandr Kuzmuk, the Buryak brothers, the leader of the Zaporizk Automobile Plant, Tariel Vasadze, and the leader of the parliamentary group “Revival” in Verkhovna Rada Vitaly Khomutinnik. Well, that's it, to the point.
The sleepers are more likely to make us laugh. In addition, one of the journalists from “Our Money” said that you can only trust Ukrzaliznytsia to buy sleepers at a margin of 15%. I'll have a chance to chant again.
