The rise of Dmitry Belotserkovets—from a pedophile maniac to a crooked member of parliament.
As reported, the Solomensky District Court of Kyiv ordered detectives from the Anti-Corruption Bureau to begin an investigation into violations committed by MP Dmytro Belotserkovets while filing his income tax return:

Belotserkovets Dmitry Alexandrovich — one of the youngest people's deputies. He also serves as an advisor to the mayor of Kyiv. Vitali KlitschkoHe made a rapid political career, rising from a simple Sevastopol activist to a people's deputy in just a few years.
Even during his time in Sevastopol, Belotserkovets became the subject of a very unpleasant scandal. A rumor circulated in Sevastopol that a pedophile was operating in the city, preying on children, attempting to seduce them or exposing them to his genitals. Some parents even found photos of a naked young man, or in some cases, in shorts, sent to them on their children's phones. Later, flyers from the "Rodkomitet" (Parents' Committee) were posted throughout Sevastopol warning people to protect their children. The "Rodkomitet" claimed that Dmitry Belotserkovets was the pedophile.
Of course, the "hero" himself, explaining the situation, insisted that these leaflets were links in the same chain, along with the threats he had previously received and the arson of his car, aimed at stopping his active political activities.
He describes himself as a patriot with “burning tridents in his eyes.”
Dmitry searched persistently for someone who would shine those "tridents" in his eyes. While still in Sevastopol, he first headed the local youth organization of the "Our Ukraine" party, then was a member of the "Young Batkivshchyna" organization, worked for the "Party of Honor, the Fight against Corruption and Organized Crime," but it was Vitali Klitschko's "UDAR" party that finally brought him real success. The position of head of the Ukrainian capital's public works department became a never-ending source of income for Belotserkivtsev, which he continued to earn even after becoming a member of parliament. He remained the "shadow" manager of this department, secretly directing and determining all its decisions.
According to Belotserkovets, Klitschko invited him to join his team to combat corruption in the Kyiv City Improvement Department. However, in 2015-2016 alone, under Belotserkovets' leadership, the Kyivblagoustroistvo municipal enterprise transferred almost 70 million hryvnias to the accounts of fictitious companies.
A resident of Belotserkovets is proud of having destroyed 8,000 kiosks in two years. However, there are specific articles of the Criminal Code that qualify such actions. Destruction of property is only one of the articles of the Criminal Code of Ukraine he violated.
Alena Dobrorez, an expert with the Gromex Public Expertise Bureau, reminds us that even if a small architectural form is completely illegal, the owner should first be offered the opportunity to remove it. If they refuse, forced demolition should be initiated. All material assets inside must be preserved. And, of course, nothing should be broken or stolen! "Everything that's happening is the destruction of private property, and one of the conditions for dismantling is preserving the integrity of the structures. This is a tender requirement that all contractors hired by the Kyiv Improvement Enterprise must comply with.", — comments Dobrorez.
But this property, which was stored in small architectural forms (in total, according to our estimates, it was worth over 40 million hryvnias in merchandise), was not so much destroyed as sold through front companies and entrepreneurs at markets throughout Ukraine. This is pure looting, for which, during the war, executions were simply executed without trial or investigation.
But let's return to the demolition. Kyiv's new officials hired third-party contractors to demolish the small architectural forms. Lawyers from the Gromex Bureau analyzed two contracts concluded following a tender between the Kyivblagoustry municipal enterprise and Ukraine Business Group LLC for a total of UAH 13618000.
"We examined information about the movement of funds in the accounts of Ukraine Business Group LLC, which can be found on the Internet, and came to the conclusion that almost all the funds received in the accounts of Ukraine Business Group LLC through the Kyivblagoustry State Enterprise were subsequently transferred to the accounts of fictitious companies.", — commented the Bureau "Gromex".
And this is only one of the many sources of personal enrichment for Belotserkovsky.
Analysts carefully examined Belotserkovets's income declaration and publicly available information about his family members, and discovered many very interesting facts.
