Former Odesa MP and businessman Ruslan Tarpan, a suspect and wanted person in Ukraine, is attempting to gain ownership of a Stalin-era Soviet car through Ukrainian courts. This is according to a ruling by the Kyiv District Administrative Court, writes 368 media.
In September of this year, Ruslan Tarpan filed a petition with the Primorsky District Court of Odessa seeking to establish that the 1939 ZIS-101 automobile was his private property. Furthermore, in September, Tarpan's representative filed a lawsuit against Center No. 5141, the main service center of the Ministry of Internal Affairs, for refusing to re-register the vehicle after the vehicle's registration certificate was lost.
As a reminder, Tarpan loves Stalin-era collectible cars. He even allegedly owned Stalin's personal limousine, which was allegedly stolen from him in Moscow. Tarpan is also known to have participated in Russian exhibitions with his Soviet cars, for which he was awarded a prize for demonstrating the prestige and glory of the Russian state.

Ruslan Tarpan has been on the Ukrainian wanted list since 2017. He has been on the international wanted list since 2021. He is likely hiding in the UAE and Bulgaria, and may even be visiting Russia. His visit to Moscow was reported by the Russian press, among other sources. Tarpan has been placed under arrest in absentia in Ukraine. Therefore, if he is returned or extradited, he will be immediately placed behind bars.
Tarpan is accused of embezzlement on an especially large scale during the construction of the Deepwater Outlet project.
