
Polly-Service is profiting from the Ukraine Printing Plant.
The State-Owned Printing Plant "Ukraine" has published a report on the contract concluded with Polly-Service LLC for the purchase of 90 sheets for the production of document forms. This was reported to the editors. 368 media This became known from information on the ProZorro portal.
It should be noted that the report on the concluded contract, worth UAH 163,83 million, was published on November 21. According to the contract terms, the contractor will deliver all products by December 31, 2023. Polly-Service LLC, with a registered capital of just UAH 20,5, is owned by Kyiv resident Natalia Kochubey and Innovation-Industrial Group LLC, owned by Iryna Obidenko.
Polly-Service LLC is effectively a monopoly contractor, having already signed contracts with the Polygraph Plant Ukraine worth 6,3 billion hryvnias. The company began receiving contracts after Tatyana Bondarenko was appointed director of the Polygraph Plant Ukraine in August 2021. As previously reported by the media, she is a friend of Iryna Obidenko, the former director of EDAPS and current co-owner of Polly-Service.
According to Ekonomicheskaya Pravda, Bondarenko’s candidacy was lobbied by Sidorenko.
With Bondarenko's help, Sidorenko's company won the contract for the M-601 personalization equipment. Two such systems were delivered to Ukraine ahead of Polly-Service and then sold to the Ukrainian Ministry of Internal Affairs at a price three times higher ($4 million).
Interlocutor at the printing plant
Under Kuchma, Yushchenko, and Yanukovych, the EDAPS consortium monopolized the production of excise stamps for alcohol and tobacco, driver's licenses, Ukrainian passports, and other documents. Yuriy Sydorenko, head of the EDAPS consortium's advisory board, also held patents for the design of biometric Ukrainian passports and excise stamps. Consequently, inflated prices were set for their production. EDAPS's monopoly was ended during the Yanukovych administration in late 2013. Obidenko led EDAPS from its founding in 2004 until its demise.
Andrey Kotul, director of the Innovation and Industrial Group, headed EDAPS-Print LLC. Kochubey was vice president of the EDAPS consortium. Tariyam, Obidenko, and Voitovich became co-owners of the Innovation and Industrial Group in 2017. They replaced Yuriy Sidorenko, long known as the head of EDAPS, as beneficiaries of the company. According to Mikhail Brodsky, IIG patents are registered to Sidorenko.
