Kyiv-based Last Stroy Capital LLC will be carrying out routine repairs to residential buildings in the village of Markhalovka in the Kyiv region, which has been the subject of several airstrikes by Russian invaders. This firm also carries out similar contracts in the villages of Nemishayivka Oblast and Baryshivka in the Kyiv region. The contractor claims to have already completed all routine repairs to the homes of Markhalovka residents. Local authorities are currently preparing lists of buildings in Markhalovka that require major repairs and ground-up restoration. As KV has learned, in May and June 2022, the Department of Regional Development of the Kyiv Regional Military Administration (DRD KOVA)* transferred 696 thousand hryvnias to Last Stroy Capital LLC for carrying out routine repairs in residential buildings in the village of Markhalovka, Fastiv district, Kyiv region.

Dry numbers: where and how long are routine repairs carried out?
According to payment reports, the nearly 700 hryvnias in question were transferred to Last Stroy Capital LLC for ongoing repairs in 17 residential buildings in Markhalovka. However, the reported payments for these projects are not final, as only advance payments have been made to the contractor for eight of them.
Private houses in Markhalovka that are subject to ongoing repairs are located on seven streets: 4 on Golubaya and Pervogo Maya Streets, 2 on Grushevskoho and Prosveshcheniya Streets, Kooperativny and Bratyev Udovenko Lanes, and 1 on Polevoy Lane.

As explained to KV by the DRR KOVA, organizations performing work are permitted to make advance payments under contracts in the amount of 30% of the total cost of services.
It should be noted that the amount of advance payments under 17 contracts between DRR KOVA and Last Stroy Capital LLC amounts to 406,34 thousand hryvnias, so the total value of the contracts could reach 1,35 million hryvnias.

Routine repairs are being carried out at the request of the regional administration. At the same time, we are trying to cover current issues using the local budget. Specifically, our deputies adopted a program to provide financial assistance to affected residents. We are also making payments to the families of those killed and wounded during the Russian aggression. All of this is financed from the local budget. We understand that Ukraine is currently going through a difficult time, so we are trying to cover most of the costs ourselves to ensure adequate living conditions for the population before the cold weather sets in," the head of the society explained.
Vladimir Petrenko also added that the community has collected all the documents regarding the survey of properties in need of major repairs. Furthermore, the lists of properties the community plans to submit for restoration are being finalized.
Frunz Mkrtchyan, head of Last Stroy Capital LLC, emphasized that their company has already completed all ongoing repairs in Markhalovka. He also noted that some residents had already paid for these repairs in their buildings before the work began.
"In Markhalovka, some residents refused to have their maintenance work funded by the state, as they had already completed the work themselves. We compiled a corresponding list and submitted it to the Glevakhovskaya community leadership. We returned the funds provided to us by the Department of Regional Development, and the contracts for the projects on that list were terminated," said Frunz Mkrtchyan.

According to the Youcontrol analytical system, LLCLast Stroy Capital" was registered in 2019 in Kyiv. The authorized capital is 10,1 hryvnias. Its main activity is road and highway construction. The founder and ultimate beneficiary is Armenian citizen Frunz Mkrtchyan. The director is Ivan Kharchuk.
According to Clarity Project, Last Stroy Capital LLC entered into 21 contracts worth UAH 144,84 million through public procurement, including 16 contracts worth UAH 144,16 million signed with the Department of Development and Reconstruction of Ukraine (DRR KOVA) between 2020 and 2022. Specifically, the department contracted the company for the construction of a kindergarten in the village of Hatne, Fastiv district (contract value: UAH 79,70 million), the reconstruction of the infectious diseases department of the children's hospital in Brovary (contract value: UAH 31,95 million), and the construction of a sports and fitness center in the town of Myronivka, Obukhiv district (contract value: UAH 15,4 million).
KV previously reported that Last Stroy Capital LLC, commissioned by the KOVA Development and Reconstruction and Development Agency, is also carrying out routine repairs in the villages of Nemeshaevo and Mykulichi in the Bucha District, as well as the village of Baryshivka in the Brovarsky District. It has already received over 6 million hryvnias for these repairs.
It's worth noting that Frunz Mkrtchyan is the beneficiary of two other Kyiv-based companies—Stroitelny Industrial LLC and Vega Stroy LTD LLC—which also receive contracts through tenders, specifically from the Department of Construction and Housing and Communal Services (DHR KODA). For example, Stroitelny Industrial LLC received two contracts from the department for the reconstruction of the road along Slavy Street (contract price: UAH 1,19 million) and Slavy Lane (contract price: UAH 168,27) in the village of Husachevka, Obukhiv District. Vega Stroy LTD received one contract from the DHR KODA for UAH 1,35 million—for the major repairs of the road along Romanenko Street in the village of Varovychi, Vasylkiv District.
The village of Markhalovka, with a population of approximately 1,3, is located 30 kilometers from Kyiv and is part of the Glevakhov village community of the Fastiv district.
Russian troops did not reach Markhalovka, but the village was subject to several airstrikes. On March 4, for example, Russian forces launched an airstrike on residential buildings in Markhalovka, killing six people, including three children. Two houses were destroyed and nine were damaged.
Residential infrastructure in Markhalovka was also bombed on March 15. As a result of this shelling, one civilian was killed and another was wounded. Five houses were destroyed and more than 25 were damaged.
The Department of Regional Development of KOVA is headed by Alla Bondar.
The chairman of the Glevakhovka Society is Vladimir Petrenko, who, according to the Glevakhovka Society website, lives in the village of Markhalovka. The mayor of Markhalovka is Valentina Dobrovolskaya.
