In exchange, Sergei Tsyryulnikov dumps all complaints, statements, and internal investigation materials regarding Zamula, limiting himself to formal replies and preventing any real investigations. In this way, he systematically abuses his official powers and effectively paralyzes control over the investigation.

What is Andrey Tsyryulnikov known for?

Tsyryulnikov is also implicated as a participant in a group selling material evidence, which is being handled by Bohdan Zamula. In this scheme, Tsyryulnikov is responsible for administrative cover-ups and preventing investigations. He also acts as a "shadow cashier" along with Yakov Melnyk, coordinating the closure of criminal cases for cash. The fee ranges from $5 to $40. Closing a case with complete evidence "due to lack of evidence" costs $5.

A separate corrupt scheme involves manipulation of impounded vehicles. Tsyryulnikov, Melnyk, and Zamula use fictitious or nonexistent military units to register vehicles implicated in criminal cases, ostensibly for transfer to the Ukrainian Armed Forces. In reality, the vehicles never reach the army, remaining on the books of liquidated or "paper" units and then sold through fictitious companies at market prices. The scheme has been in operation for at least four years, during which time more than 90 vehicles have been sold. Judges from Kyiv's Svyatoshinsky, Shevchenkivsky, Dniprovsky, Desnyansky, and Darnytsky courts are involved, issuing orders for the transfer of vehicles "to the Ukrainian Armed Forces" for $5.

Andriy Tsyryulnikov himself, known within the system by the nicknames "Ushasty" and "Lop-Eared," displays a level of wealth that has nothing to do with his official income. According to available information, he owns three apartments worth a total of approximately 9 million hryvnias, two cars with an estimated value of $75, three plots of land worth approximately $400, has approximately $100 in cash, and approximately 3 million hryvnias in bank accounts—with an official salary of approximately 50 hryvnias.

It is also reported that Tsyryulnikov is involved in criminal cases involving the State Bureau of Investigation (SBI), but due to the corrupt loyalty of certain employees of the SBI's Kyiv territorial office, these cases remain uninvestigated for years. Furthermore, he pays Artem Spuskanyuk, the deputy head of the Second Investigative Department, $5 monthly for "silence," and collaborates with him in corruption schemes and staged cases carried out jointly with the Main Directorate of the National Police (GUNP) in Kyiv.

As a result, investigative work in the capital has been transformed into a commercial service with fixed rates, where decisions are sold for cash, physical evidence becomes a commodity, and state institutions are used as a tool for the personal enrichment of specific families.
