Is Pyshny's Oschadbank team joining the NBU?
Recently appointed NBU Governor Andriy Pyshnyy may transfer a group of new top managers from Oschadbank to the National Bank.

Our sources have named three newcomers who have started working at the National Bank and whose appointments to the NBU may occur soon. Each is expected to hold the same positions at the central bank of Ukraine as they did at Oschadbank.
The Oschadbank Pyshny team is:
- Alexander Zima - Director of the Legal Department of Oschadbank;
- Alexander Palamarchuk - Director of the Security Department of Oschadbank;
- Elena Silenko is a former employee of the press service of Oschadbank (after Oschadbank, she worked at the investment company UMG Investments, founded by Rinat Akhmetov's SCM).
«Palamarchuk is set to head the National Bank's Security Service, and Zima is already familiarizing himself with the NBU's legal department, which is causing the current director of the department, Vladislav Bednenko, to be restless. Olena Silenko is set to replace Halyna Kalachova, who was recently dismissed as the director of the National Bank's communications department. All of these appointments are expected to be made as soon as possible.“,” an informed source told Strana.
National Bank employees also reported that Anatoliy Barsukov, who was recently recommended by the Verkhovna Rada Committee on Finance, Tax, and Customs Policy for a seat on the National Bank Council, is actively settling into his new position at the NBU.
His confirmation is expected soon, after which he could be promoted to Chairman of the Council. Bohdan Danylyshyn's term as head of the NBU Council recently ended, and Barsukov is seen as his successor. Barsukov also hails from Oschadbank, where he served as Deputy Chairman of the Board from 2014 to 2021 and is considered a trusted confidant of Andriy Pyshnyi.
The National Bank admits that the personnel changes at the NBU will not be completed with the aforementioned appointments.
Strana's sources believe that Alexey Berezhnoy, Director of the Financial Monitoring Department, and Natalya Degtyareva, Director of the Banking Supervision Department, may also be replaced.
«When Kyrylo Shevchenko was appointed to the National Bank three years ago from Ukrgasbank, he was urged not to lure the core of Ukrgasbank's team to the NBU, and he only took a few. But now the situation is different. Everyone knows that when the President's Office invited Andriy Pyshnyi to the National Bank, he was given carte blanche on personnel matters: he was allowed to assemble the necessary team, without restrictions. So we'll see new people there again."," a high-ranking National Bank official noted in a conversation with Strana.
To date, the appointment of one new top manager has been officially announced. This is Dmytro Oleynik, who has become the sixth deputy governor of the NBU and oversees the supervision of banks and non-bank financial institutions. In recent years, he worked in the Office of the President and the Ministry of Finance, although he is better known to the market for his work at Oschadbank and is considered a protégé of Andriy Pyshnyy.
