Last month, the Kyivstroyrekonstruktsiya Capital Construction and Reconstruction Directorate, for the first time since the start of the full-scale war with Russia, commissioned work on the reconstruction of elevators in the capital's residential high-rise buildings. Thirty-two such contracts were signed in September for a total of 195 million hryvnias. The funds went to the company's favorites—Elevator Service LLC, owned by the wife of former MP Vasyl Yanitsky (bottom left in the collage), and Unit-L LLC, which has ties to a former political ally. As KV learned from data from the BI.Prozorro public analytics module, in September 2022, Kyivstroyrekonstruktsiya signed 32 contracts worth UAH 195,46 million for the renovation of elevators in residential buildings in nine districts of Kyiv.
At what addresses will the elevators be reconstructed?
According to the signed contracts, elevators will be reconstructed in 32 high-rise buildings across all districts of the capital except Obolonsky District. All contracts cover the purchase of equipment, dismantling, installation, finishing, and commissioning, as well as the commissioning of the elevators.
Elevator reconstruction in buildings in the Desnyansky, Darnitsky, Svyatoshinsky, Solomensky, and Pechersky districts is expected to be completed by the end of 2023, and in the Shevchenkivsky, Desnyansky, and Goloseevsky districts by the end of this year.

The 32 Kyivstroyrekonstruktsiya contracts were awarded to three companies. Almost 59% of the total contract value went to one contractor, Elevator Service LLC*, with which 14 contracts worth UAH 114,67 million were signed. Kyivstroyrekonstruktsiya signed another 11 contracts worth UAH 66,78 million with Unit-L LLC***, and the remaining seven contracts worth UAH 13,99 million were with Meisterlift LLC****.
It should be noted that the competition during Kyivstroyrekonstruktsiya's elevator renovation tenders appears rather tenuous. For example, Ukrlift LLC competed with Elevator Service LLC and Unit-L LLC in the tenders, offering the highest price in all procurements. Despite the high participation rate in Kyivstroyrekonstruktsiya's tenders, Ukrlift LLC did not receive any orders in September, nor did it ever receive any prior orders.
Masterlift LLC competed with Promkompleks LLC in three tenders, and the aforementioned Unit-L LLC competed with Masterlift LLC in three more. The seventh tender was conducted using a simplified procedure, with no competitors.
About the contractors "Kyivstroyrekonstruktsiya"
According to the Youcontrol analytical system, LLCElevator Service" was registered in 2012 in Kyiv. The authorized capital is 10 hryvnias. The company's main activity is the production of lifting and loading and unloading equipment. The founders and ultimate beneficiaries are Elena Yanitskaya and Natalia Mykolaichuk. The director is Oleksandr Yuvchenko.
Elena Yanitskaya is the wife of a deputy of the Rivne Regional Council. Vasily Yanitsky (European Solidarity political party). From 2006 to 2014, he was a member of Kyiv's Solomyansky District Council, and from 2014 to 2019, he was a member of the Verkhovna Rada of the VIII convocation, elected from a single-mandate constituency in the Rivne region as a member of the Petro Poroshenko Bloc. The Yanitsky family is a considerable fortune. In his 2016 asset declaration, Vasyl Yanitsky indicated that he and his wife owned, among other things, seven apartments, two houses, five plots of land, two cars, and a boat.
According to Clarity Project, Elevator Service LLC has signed 3830 contracts worth UAH 683,9 million through public procurement. Its largest client is Kyivbudrekonstruktsiya, a public utility company, with which it has signed 160 contracts worth UAH 397,14 million for elevator renovation project development and the renovation work itself.
Unit-L LLC was registered in 2005 in Kyiv. Its authorized capital is 100 hryvnias. Its primary activity is wholesale trade in other machinery and equipment. The founder and ultimate beneficiary is Oleksandr Kornuta. The director is Vasyl Samoylenko.
It should be noted that in its tender documentation for Kyivstroyrekonstruktsiya, Unit-L LLC indicates that it purchases elevator equipment from Ukrliftservis LLC. One of the founders of Ukrliftservis LLC is Yuriy Kurdyumov, who ran for the Verkhovna Rada in 1998 as a candidate for the SDPU(o) party, led by Viktor Medvedchuk. At that time, Yuriy Kurdyumov was number 24 on the party list, behind a former Party of Regions member of parliament from the Opposition Platform - For Life party. Nestor Shufrich. By the way, in 2011, the director of Unit-L LLC was Elena Kurdyumova, probably a relative of Yuri Kurdyumov.
As a result of its participation in public procurement, Unit-L LLC signed 1678 contracts worth UAH 579,11 million. Its largest client is Kyivstroyrekonstruktsiya, a public utility company, with which it signed 205 contracts worth UAH 283,56 million.
LTD "Masterlift" was registered in 2004 in Kyiv. The authorized capital is 125 hryvnias. Its main activity is other construction and installation work. The founders are Svyatoslav Trigub and PJSC "Asset Management Company Slavutich-Invest." Director: Oleg Volkotrub.
According to Nashi Dengi, PJSC "Asset Management Company Slavutich-Invest" is controlled by Dnipropetrovsk businessman Gennady Korban. In 1994, Korban also founded an investment company with a similar name, OJSC "IC Slavutich Capital," where he officially served as chairman of the board of directors.
Following participation in public procurement, Masterlift LLC signed 2,109 contracts worth UAH 1,06 billion. Its largest client is Kyivstroyrekonstruktsiya, a public utility company, with which it signed 734 contracts worth almost UAH 694 million.
The Kyivstroyrekonstruktsiya Capital Construction and Reconstruction Directorate was founded in 2011 by the Kyiv City Council. Its authorized capital is 200 hryvnias. Its primary activities include engineering, geology, and geodesy, as well as technical consulting services in these areas. The company is managed by Anatoly Suldin.
As previously reported by KV, Kyivstroyrekonstruktsiya, in addition to elevator renovations, is also actively commissioning the construction of children's playgrounds and sports fields in the city. However, typically, only two companies have won all tenders, even when there were more favorable offers from other bidders.
In 2020, work to regulate the water level of Lake Glinka was also carried out at the request of the municipal enterprise. However, last summer, the Moscow prosecutor's office filed a lawsuit to invalidate the tender for this work.
Kyivstroyrekonstruktsiya also contracts for thermal modernization work at educational institutions. Contracts for such work at a school and kindergarten in the Svyatoshinsky district in 2017 became the subject of a criminal investigation (case No. 42019100000000055 dated January 24, 2019). The former director of the Kyivstroyrekonstruktsiya is a suspect in this case. Yaroslav Musienko, who is accused of embezzlement of budget funds and official forgery during the performance of these works.
In May 2021, a group of prosecutors and investigators conducted a search of the Kyivstroyrekonstruktsiya public utility company's premises. The investigation aimed to locate and seize contractual documents for evidence of fraud, asset laundering, and abuse of power or official position. At the time, the city authorities assured the company that financial and economic discipline audits had been conducted and no violations had been found.
Last July, the Kyiv City Council asked Yuriy Sinyakov, then acting director of the Kyivbudrekonstruktsiya municipal enterprise, to report on the compensation of losses and compliance with the instructions following the audit of this municipal enterprise's operations for 2017-2018. As is known, auditors from the Kyiv City State Administration (KCSA) discovered losses of over 750 hryvnias during the thermal modernization of a kindergarten in the Podilskyi district.
