The Ministry of Justice at the service of Sergei Shapran
Today, when all of Ukraine is confronting military aggression from the Russian Federation, when our military is actively fighting off enemy attacks to liberate the lands of our homeland from occupiers and protect people, within the country there is disorder and lawlessness on the part of government officials who, in violation of current legislation, make illegal decisions and thereby aid other enemies – corporate raiding and the rise of corruption, writes Antikor.
Corruption among members of the Central Board of the Ministry of Justice of Ukraine for the consideration of complaints in the area of state registration is gaining momentum, as evidenced by the following circumstances.
Thus, on September 5, 2022, a closed-door meeting of the Central Board of the Ministry of Justice of Ukraine, unattended and without video recording, was held to consider complaints against decisions, actions, or inactions of the state registrar and entities of state registration of territorial bodies of the Ministry of Justice. Present were Board members V. Khardikov, A. Kukhtik, V. Dubovik, L. Arkhipova, and V. Matey, who upheld the completely unfounded complaint of NEWLIGHT LLC, which could not have been satisfied under current Ukrainian legislation.
Overall, it should be noted that the Central Collegium of the Ministry of Justice of Ukraine, under the guise of martial law, has adopted a completely opaque operating mode—it considers complaints without the participation or summoning of the parties, depriving interested parties of the opportunity to convey important information and their positions to the Collegium during an open hearing. Furthermore, representatives of the press are not allowed to attend the hearing, and there is no video recording of the hearing! What does this indicate? Only one thing.
On creating favorable conditions for personal enrichment and decision-making contrary to laws and human morality. "After all, there's a war in the country and no one cares," they argue.

The beneficiary of this corrupt deal is the notorious corporate raider Serhiy Shapran, known to readers for his large-scale thefts of gas from distribution networks. As a result, the State Emergency Service of the Kyiv region investigated a criminal case based on a complaint from Kyivoblgaz. However, due to police corruption, the case was shelved. In effect, Serhiy Shapran manipulates the Justice Ministry's Board of Directors, periodically filing complaints on behalf of entities under his control in the hopes of winning a more lenient Board membership and reaching an agreement. Specifically, the Justice Ministry's Board of Directors has already reviewed approximately 70 complaints regarding the real estate of GORID Research Center LLC from entities controlled by Serhiy Shapran: ATAD K LLC, WEB DESIGN & SOFTSOLUTIONS LLC, and GLOBAL ENTERPRASES LLC, all of which were dismissed. In December 2021, the Lviv Regional Collegium of the Ministry of Justice demonstrated integrity and made a lawful decision in favor of the investors and the legal owner of the premises (GORODIN Research Center LLC). Justice Minister D. Malyuska concurred, issuing approximately 70 orders dismissing the raiders' complaints.
However, the aforementioned officials of the Ministry of Justice Collegium decided to dramatically improve their financial situation and, despite 70 previous refusals, the Collegium once again accepted for consideration another complaint from another structure controlled by S.V. Shapran – NEWLIGHT LLC, scheduled its review, and on September 5, 2022, secretly satisfied NewLight LLC's complaint regarding premises in the Patriarch Hall residential and office complex at 80 Saksaganskoho Street in Kyiv, without any notice of the scheduled review and effectively depriving the investors in the said building, of whom there are approximately 10 people, of the opportunity to express their position.
It's clear that during the report by Chief Specialist A. Kukhtik, who presented on the complaint filed by NEWLIGHT LLC against the decision of Kyiv City District Private Notary N.V. Zueva and Kyiv City District Private Notary V.S. Voitovsky, the commission members received no questions or suggestions! Clearly, they received "best offers in an envelope" from Sergey Valentinovich Shapran before the appointment and consideration of the case.
The complaint of Newlight LLC could not be satisfied in any circumstances due to the following:
1) failure to meet the deadline for filing a complaint (in accordance with Part 3 of Article 37 and Clause 1 of Part 6 of Article 37 of the Law of Ukraine “On State Registration of Rights to Real Estate and Their Encumbrances”)
2) the contested registration actions of NN KMNO Zueva N.V. and NN KMNO Voitovsky V.S. have already been the subject of consideration by the Ministry of Justice of Ukraine.
3) the contested registration actions of NN KMNO Zueva N.V. and NN KMNO Voitovsky V.S. regarding real estate at the address: Kyiv, Saksaganskoho Street, 80 - is the subject of a legal dispute.
4) the contested registration actions do not violate any rights or legitimate interests of NEWLIGHT LLC.
5) the registration actions being contested were made on the basis of valid, uncontested, and unannulled transactions. The Collegium has no right to interfere in civil law relations or annul registration actions.
